By definition, that is not insurance. Coverage of preexisting conditions is a subsidy. That's not the business insurers are in. They insure health against compromising conditions. Once you've got such a condition, you don't have health to insure. I understand the impulse to seek a subsidy - government interference in the labor markets after World War II made us too dependent on health insurance and drove up prices in health care. More government intervention is not the solution.
