I consider myself a liberal. That being said, anyone, regardless of political affiliation, should realize that we are recklessly passing this issue on to our children, just as we are doing with climate change. Our debt is out of control and the country would benefit from an amendment which requires that, in times of peace, our federal government pass a balanced budget. This peacetime condition is an important one. As far as capping federal spending, I am uncomfortable with an amendment which empirically controls any issue as broad and ever-changing as federal spending. This is on shaky legal ground and would be very difficult to enforce. This is why it is best to cover basic principles in the constitution, while leaving specific regulatory procedures to the discretion of the executive branch. Also, a sovereign government should be able to levy taxes as needed; these provisions make it too difficult to accomplish this. Although I am all for a balanced budget amendment, I do not support this proposal for these reasons.
