It has been scientifically proven that a fetus isn't a literal person, even when body parts are on auto-pilot during development. Science has measured cognitive capabilities during the production, so we know it's not able to function and act on things we would consider to be part of the human condition. Since a human is also a part of its social environment, the beginning of its experience as perceived by others is the problematic aspect of this debate. Since this is a metaphysical dilemma, we should give empowerment to the folks creating the fetus to decide whether or not it's a human at conception. This gives a range or beliefs the respect to make their own choices while also respecting others to make their own. Overstepping into the choice of others is coercion. This is the best course of action until technological advances change our capabilities of developing fetuses into babies outside of the womb.
