It is important for any predictive science (essentially what the CBO provides) to lay bare the assumptions and factors leading to their predictions for appropriate review by other predictive scientists. It can only lead to better budgetary predictions in the future. There is an issue in that there must be some factors in these predictions that involve assumptions on political, demographic, and legislative trends. Exposing these factors in any detail is a very dangerous aspect of this- they have to be presented in a smeared out "less than full disclosure" means to avoid those factors being used to drive political processes, or to be challenged for political purposes. Disclosure, YES! Protect the independence of the CBO from political use/abuse, YES! This has to be done carefully and thoughtfully.
