What motivation does a service provider have in reducing network traffic, which is the primary means by which the company makes money? The answer is there is none. Especially in light of the fact nobody blames their service provider for the robo call, they blame the entity making the call. So if the two entities making money off a robo call suffer no ill consequences, how are you going to stop the bad behavior? Wishful thinking?
