The vote should have been taken before they left town. But, the move to have it passed by unanimous consent while the majority are in their home states is also WRONG. The problem with this bill is that it is NOT just a disaster relief bill, but has other things tacked on that will prevent many in Congress from voting "yea" on it. Until that is discussed and the Bill appropriately amended, it cannot be allowed to pass. It is long past the time that Congress was forced to vote on ONE item at a time and stopped getting unpopular and destructive legislation through Congress on the coattails of "must pass" bills.
