    So far representative collins plans makes the most sense. However, understanding the way that Insurance works (risk distributed widely across a large representative population), removing the individual mandate seems at cross purposes to having affordable healthcare. Further, those who declined coverage will likely be a tax burden to US taxpayers and/or those of us who purchase health insurance because these folks will still get sick, still be out of the workforce when they're sick, or will show up at hospitals and we are obligated both morally and legally to treat them with no solid expectation of reimbursement for those costs. All in all look for something else by considering a one pair system, national health care plan such as Bernie Sanders proposed, or strengthen the individual mandate.
