The electoral college was a brilliant idea of our Founding Fathers. It forces all presidential candidates to run in all the states, not just the most populous ones. A federal law must be passed that does not allow the states to pre-empt the electoral college by forcing electors to vote according to the national popular vote. If passed, electors must vote according to the existing system of voting according to whether the candidate won their state. Otherwise, it is a constitutional amendment without authorization.
