This is a pretty ridiculous issue but why not? Congress "not working" is a problem on its own and has nothing to do with small issues like this.

There’s no reason for Congress to be designating a “National Electronic Payments Week.” Yes, they’re important, but not there’s not enough weeks in the year to recognize everything.
