Do Senators (and the Public) Need More Time to Review Bills Before They Get Votes?

Argument in favor

Congress should never vote on a bill before they (and the American people) have a chance to figure out what the legislation does. This bill holds lawmakers accountable and brings much needed transparency to the legislative process.

It's disgusting that we need to make a law requiring law makers to actually read and understand what they're voting on, but here we are.

This sounds incredibly reasonable, and hopefully can have an effect on the length of your bills. If you want to get something passed quickly, having a page-to-days ratio could discourage you from adding pork.

Argument opposed

At best, this bill would be a speed bump in the day-to-day operations of the Senate, at worst it would have little to no effect. The Senate does much of its work by unanimous consent anyways, so the vote threshold isn’t much of a barrier.

I support a time requirement before passing a bill; however, a full day for every 20 pages is ridiculous. If it takes you a full day to read and absorb 20 pages of a bill, then you need to find a new job.

We should not have to force Senators to do their job. If they do not, they should be voted out of office, Term limits would be more effective.

    We should not need a law that allows sufficient time for the public to review a bill, but with the way McConnell is trying to ram through an ACA repeal bill, we obviously do.

    It is important that all stakeholders i.e. Senators, the general public, industry experts, academia, the scientific community and non-profits have a chance to debate and contribute to the merits and content of all proposed legislation, before legislation is voted on.

    Yes, if Congress is really interested in informed opinions but my experience leads me to believe that specifically my Representatives do not care about my opinion or whether I or their fellow Legislators are making informed decisions either. Right now they are making their decisions based on ideology and giving time for opposition to form would not work in their favor. Forcing Congress to slow down would be good but do we really expect them to listen?

    No one reads the terms and agreements, but then again, that document doesn't affect millions of lives for potentially decades. Politicians should READ what they sign and UNDERSTAND it. I realize they have a huge workload already, but perhaps they should work with fewer bills in more depth instead of the frenzied mess they are making now.

    Watching a news segment a Senator stated to the press he had not read the bill . They were voting on that same bill at that time . They are paid and reap huge benefits from their positions . The least they could do is research the bill , its pro's and con 's . Not elected to sit there and reap wealth and not do their job at all . Have we finally gotten to the point we have ignorant , uninformed representatives? The ignorance and defiance is showing Americans we have lazy , self serving money mongers .

    You wouldn't think we would need a law like this if our "Representatives" in Congress truly represented us and not special interests! If they are not trying to hide something, they wouldn't try to rush legislation through in secret!

    They should also add a time in daily deliberations where they read out bills so the people that won't read it are forced to know what bills contain.

    A representative democracy can only really work if the representatives and the people actually know what laws are being passed and how they will affect people's lives. Allowing time for discussion is the sensible and moral thing to do.

    Yes, of course we and law makers should have more time to review a bill before it's voted on. There should be more time than is proposed actually. How can anyone make a decision on anything without proper research?

    This seems like a very minimal requirement. I believe that it would help if each congressperson signed the bill indicating that they have read and understand the legislation.
