    Shutdowns are a waste of taxpayer dollars and unnecessarily strain the federal workforce. Non-essential furloughed employees are paid for doing nothing, and essential furloughed employees are forced to work without pay. Shutdowns are now being used as a strategy to accomplish policy objectives--that is what the legislative process is for. Lurching from crisis to crisis caused by shutdowns is no way for the most powerful country in the world to operate.
