What is S. 2363?
(Updated January 31, 2017)
This bill focuses on public land use through a variety of lenses. There are twelve different pieces of legislation here, bundled under the title of the Bipartisan Sportsmen’s Act. Here are those twelve by topic, with the number of bills related to each topic in parentheses:
-Bird hunting (3)
-Conservation (2)
-Selling Public Land in the West to Private Entities (1)
-Increasing Hunting/Fishing/Trapping Opportunities on Pubic Land (1)
-Restricting Hunting/Fishing/Trapping Opportunities in Certain Areas (1)
-Filming on Public Lands (1)
-Federal Funding of Shooting Ranges on Public Lands (1)
-Exempting Lead Fishing Tackle, Guns, and Ammunition from the Toxic Substances Control Act (1)
- Allowing the importation of polar bear trophies taken in sport hunts in Canada before May 15, 2008, when the polar bear was listed on the Endangered Species Act (1).
Argument in favor
Hunters and trappers are knowledgeable and trustworthy stewards of the land. Raising the cost of duck stamps will make more money available for conservation efforts. Low-income hunters will be provided with duck stamps subsidies, lessening the chance of poaching. BLM land sales are a large component of conservation funding in the American West. Shooting ranges help teach gun responsibility.
Argument opposed
A Cabela’s ad underwritten by the NRA and presented as legislation. Giving hunters and trappers year-round access to national parks and other public lands will result in increased injuries and deaths of both people and their pets. Allows a toxic substance (lead) to be used in lakes and rivers. Diverts money from wildlife conservation funds to build shooting ranges.
Impact
The bill affects public lands and both the people and wildlife that use them, in addition to altering the Bureau of Land Management’s authority sell land in the American West and hunters to recover polar trophies from Canadian hunting trips made prior to 2008.
Cost of S. 2363
A CBO cost estimate is not currently available.
