Raising the Cost of Hunting Migratory Waterfowl (S. 1865)

What is S. 1865?

Authorizes the Department of the Interior (DOI) to raise the price on annual permits sold by the federal government for the hunting of migratory waterfowl from the current $15 to $25. Such a price increase would be the first since 1991. The permits, commonly referred to as duck stamps, allow entry into National Wildlife Refuges that charge entry fees, in addition to permitting individuals to hunt certain species of waterbirds. The Act would also allow Congress to consider a second price increase, to $30, in 2019. The Senate Committee on Environment & Public Works approved this Act in February.
Argument in favor
Slight budget reducer. The cost to conserve lands that host waterfowl has increased substantially, while the cost of the hunting permits have not.
Argument opposed
Increased permit costs could mean more poaching. Increased entrance fees to some National Wildlife Refuges.
Impact
Greater funding for federal conservation efforts, as all funds from the permit would go to such efforts.
Cost of S. 1865
CBO estimates that enacting S. 1865 would reduce the deficit by $9 million over the 2015-2024 period.
