house Bill H. Res. 990

Should the House Express Support For ICE Personnel?

Argument in favor

ICE officers and personnel put their lives on the line each day to apprehend criminal unauthorized immigrants and stop the flow of illegal drugs across the border. This resolution is right to express support for them, and to push back on calls to abolish ICE.

Why is it even a question to support those that protect us and our families? Yes sometimes that protection means making decisions not everyone likes. Their jobs are under appreciated and I thank God for them every day. Leave them alone and let them do their jobs. If you don’t like it feel free to cross the border to Mexico. See what happens to you....

Argument opposed

ICE has been carrying out the administration’s policy of separating unauthorized immigrant children and should be abolished. Alternatively, ICE is imperfect but should kept and this resolution is nothing more than political posturing.

Abolishing ICE is not a personal attack on our brave men and women who serve in law enforcement, it is an acknowledgement of a system that is dysfunctional and harmful. Good men and women struggle to do their job when the system they work in is broken. Abolish ICE, fix the system, and let our men and women do the job they are capable of doing.

Political grandstanding. Even ICE personnel don’t support ICE anymore. ICE is a post-9/11 fear reaction that’s gone on too long. We were fine before it and we will be fine again without it.

No, the American Gestapo knows what they're doing is wrong. They are acting out the racist ideals of the Trump regime, and they deserve all the censure that such actions deserve. They are acting like Nazis, and rounding up brown skinned citizens to throw into their detention camps without legal cause, and they should be abolished completely, and at once.

What is House Bill H. Res. 990?

This resolution would express the House’s support for the officers and personnel of Immigration and Customs Enforcement (ICE) and denounce calls to abolish the agency as “an insult to these heroic law enforcement officers” who sacrifice every day to secure the border and protect public safety. It notes that ICE arrested 127,000 unauthorized immigrants with criminal convictions or charges in FY2017 who were responsible for 76,000 dangerous drug offenses; 48,000 assault charges; 11,000 weapon offenses; 5,000 sexual assault offenses; and 1,800 homicide offenses. Further, it notes that ICE seized more than 980,000 pounds of narcotics in FY18, including a combined 9,337 pounds of fentanyl and heroin. Finally, it expresses that abolishing ICE would allow those criminals and drugs to remain in the U.S.

As a simple resolution, this legislation is non-binding and wouldn’t advance beyond the House if passed.

Impact

ICE personnel and the agency as a whole; and the House.

Cost of House Bill H. Res. 990

As a non-binding resolution, this bill would have no cost.

More Information

In-Depth: Sponsoring Rep. Clay Higgins (R-LA) introduced this resolution to express support for ICE personnel and condemn calls by Democrats to abolish the agency:

“Some Democrats have launched an assault against ICE and other law enforcement agents who secure our borders. Their calls to abolish ICE are reckless and put our national security interests at risk. Americans support law and order and sovereign borders. ICE plays a crucial role for our nation’s security and their service should be respected. Hopefully, this resolution will remind some of my colleagues across the aisle that we have been elected to serve American citizens, not foreign citizens, and certainly not illegal immigrants.”

Higgins introduced this resolution in response to a bill to abolish ICE introduced by Democrats including Rep. Pramila Jayapal (D-WA), who stated:

“There was enforcement of our immigration laws before ICE was created and there will be after ICE, as an agency, is gone. As it stands, ICE is out of control - contracting much of its work out to private, for-profit contractors that cost the taxpayers far more than is necessary, failing to even identify and address deficiencies in their system and allowing deaths due to substandard in their custody, as numerous Inspector General reports have found. The agency is simply unable to do the work that is most necessary for national security, instead taking away necessary resources from functions that are critical to protect our national security, including investigating terrorism, drug smuggling, and trade fraud. We should eliminate the agency as it stands and start from scratch to restructure its functions.”

This legislation has the support of 64 cosponsors, all of whom are Republicans.

More expressing. Can they actually ever accomplish something. ICE wasn’t a bad thing till Trump directed them to violate human rights. More wasted bills instead of action. Vote Blue in November.

I cannot express support for the separation and imprisonment of children. It is wholly unacceptable and un-American, and regardless of who ordered such a horrible act, the order must be ignored. To say “I was following orders” is to repeat the mistakes made by the German soldiers of Hitlers’ Reich.

Nope. Nor should they express support for soldiers who simply followed orders in Germany in the late 30s/early 40s.

Yes they should express support even though it’s only a declaration. All Republicans and as many Democrats who have the courage to buck their party should join us in showing ICE that we have their backs literally not just figuratively. I ask any and all stand up for those who protect us each day of the year. #MAGA and God bless them.

Absolutely! The house and senate, really ANY AND ALL MEMBERS OF GOVERNMENT should show support for ICE. Without them, those criminals and deadly drugs like fentanyl(carfentanyl) would still be on our streets. ICE does an amazing job at keeping AMERICANS safe! I only wish that our CIA, FBI and NSA would be doing as good of a job instead of constantly data mining to the point they can’t single out a legit threat and certain branches being politicized (which they should not be at all) to the point of conspiring against a sitting president. SHOW SUPPORT FOR AND ACKNOWLEDGE ICE! KEEP ICE WHERE THEY ARE AND ABOLISH THE MOVE FOR ABOLISHMENT!

There are good ICE officers and some willing to behave cruelly and cold heartedly. To give a blanket approval of ICE sends the wrong message to the wrong doers and will give them a license to behaves in even more inappropriate ways.

Laws are NOT and should never be optional. If you feel a law is "unfair" or "discriminatory" work to change the law. Civil disobedience is respected *because* those who practice it accept the legal consequences of acting their conscience, "civil disobedience" while demanding no consequences is little more than spoiled children stomping their feet and hollering "it's not fair!".
