Should the House Express its Strong Commitment to the U.S.-Canada Partnership? (H. Res. 357)

What is H. Res. 357?

This resolution would reaffirm the House of Representatives’ strong commitment to the U.S.-Canadian partnership. It would express support for: 1) stronger trade relations with Canada and the creation of more American jobs; and 2) an increased focus on energy security through greater energy infrastructure integration.

It would also encourage greater security collaboration in the areas of defense, border security, cybersecurity, and Arctic security.

As a simple resolution, this legislation wouldn’t advance beyond the House if passed and wouldn’t carry the force of law.

Argument in favor

Canada is one of America’s closest friends, sharing the world’s longest undefended border and largest bilateral trade relationship. It’s a simple but nice gesture for the House to undertake.

Argument opposed

Canada is obviously a close ally and trading partner, but the House passing this resolution doesn’t do anything to substantively improve that relationship other than offer kind words.

In-Depth: Sponsoring Rep. Jeff Duncan (R-SC) introduced this bill to reaffirm the strategic partnership between the U.S. and Canada:

“Canada is one of our closest friends. We share the longest undefended border, largest bilateral trading relationship, and one of the deepest security and energy partnerships in the world. Today, 32 U.S. States consider Canada their primary trading partner. Canada has been a critical ally of ours in the fight against terrorism, and our border security cooperation is one of the most comprehensive in existence. Our energy ties are especially strong, and I am excited about the future of our energy relationship. As our Canadian neighbors celebrate 150 years of the Canadian Federation, I am thankful for the many ways Canada has supported the United States and look forward to building an even stronger relationship in the days ahead.”

This legislation passed the House Foreign Affairs Committee on a voice vote and has the support of 26 bipartisan cosponsors, including 17 Republicans and six Democrats.
