Encouraging State and local governments to establish plastic bag recycling programs.

Summary

Recognizes and supports the expansion of voluntary recycling programs initiated at retail locations throughout the country. Commends state and local governments that have taken steps to establish or require plastic bag recycling programs and encourages them to continue to pursue such programs.
    We have to start doing something to control plastic collation starting at the level where plastic is created from fossil feel each business that uses Plastic in their packaging in manufacturing should have to pay some kind of fee for using Plastic as it NEVER GOES AWAY... why can't we follow the lead of other European countries in their recycling effort's?
