house Bill H. Res. 1035

Opposing Russia’s Nord Stream II Natural Gas Pipeline for Undermining Europe’s Energy Security

Argument in favor

Russia already dominates the European natural gas market and the completion of the Nord Stream II pipeline would only make matters worse. America’s European allies should diversify their energy supply to lessen reliance on Russian natural gas.

Europe, especially Eastern Europe, would be completely at the mercy of Russia if this pipeline becomes a reality. Congress should make it clear, as the White House has, that NS-2 is a horrible idea. The US can provide cheap, convenient, no strings attached natural gas to all of our friends in Europe and beyond. There is no good reason for Europe to trap itself under the thumb of Russian energy weaponization.

Argument opposed

If European countries want to buy even more natural gas from Russia that’s their business. The House threatening to impose sanctions over the Nord Stream II pipeline isn’t going to change anything.

Pointless legislation that won't achieve anything. Focus on issues we can impact.

Since this resolution doesn’t have any teeth to it, I don’t see what the point is since this deals with an issue on the other side of the Atlantic. We shouldn’t be getting involved in this anyway. Let the Europeans decide what they want to do.

It is Europe’s decision to say no, not the United States. If Europe wants to be controlled by Russian natural gas, let them, but when another world war comes about and their gas is shut off, they will come crying to us for more support like they always do. So in all respects, say no to this resolution and not impose our will over another sovereign country like Germany, nor its European brotherhood centered on the EU.

What is House Bill H. Res. 1035?

This resolution would express opposition to the completion of the Nord Stream II pipeline that’d transport natural gas from Russia through the Baltic Sea to Germany, and call for its rejection by European nations because it’d undermine European energy security (Russia currently supplies 40% of Europe’s natural gas). It’d encourage the president to use all available means to support European energy security through diversification to lessen reliance on Russia, and support sanctions on national security grounds related to Nord Stream II under the Countering America’s Adversaries Through Sanctions Act.

As a simple resolution, this bill is non-binding and wouldn’t advance beyond the House if passed.

Impact

Russia; European nations buying Russian natural gas; and the U.S. House of Representatives.

Cost of House Bill H. Res. 1035

A CBO cost estimate is unavailable.

More Information

In-DepthRep. Mike Conaway (R-TX) introduced this resolution to express opposition to the impact of Russia’s Nord Stream II pipeline on Europe’s energy security:

“The United States has a longstanding policy of supporting European energy security through diversifying the region’s energy market. The Nord Stream II will undercut this objective and lead to a Russian monopoly of the European energy market. According to Deputy Assistant Secretary of State for Energy Diplomacy, Sandra Oudkirk, “[Nord Stream II] has such a potentially large impact on the national security of some of our largest partners in the world, it has an impact on our national security”. Nord Stream II is merely another tool of the Russian Federation to sow discord and distrust between the NATO alliance.
In an effort to promote European energy markets and the interests of the United States, I have introduced H.Res. 1035. This resolution urges our European allies to reject the Nord Stream II project and implores President Trump to use all available means to support European energy security through a policy of diversification to lessen reliance on the Russia Federation. Last, H.Res. 1035 supports the imposition of sanctions with respect to Nord Stream II under section 232 of the Countering America’s Adversaries Through Sanctions Act, which passed the House 419-3.”

This legislation has the support of 36 cosponsors in the House, including 32 Republicans and four Democrats.

This is a matter for Europe to decide on their own. If they are choosing to put themselves in a position to be exposed to Russian influence and backstab a tried and true ally (which the US has been), in my opinion we are passed the point of passing non binding objection resolutions as commentary on their actions.

Any bill that would help Europe to be able to be independent of Russia for their energy needs is a good thing as long as the people are not being over charged for their natural gas.

Wow, Bridget. You either plagiarized Jennifer, or you’re the same person. Such is to be expected from liberals, can’t think for yourselves or cheating to try to get an upper hand. Not sure which is worse.

I’ve said it many a time. Telling someone we disapprove doesn’t do anything useful Russia doesn’t respect the United States because all we ever do is say we disapprove. It’s time to take action. Like, with the absurdly expensive military I’m paying for.
