I am not sure about the amount of funding but am certain that there needs to be a nationally coordinated plan of action, that standards are established for contact tracing, that standards for how tests are run and reported be established, that a central repository of infection monitoring be established (that starts well before ER admissions) along with standards for reporting, that standard criteria for contact tracers along with require training be established and that common testing equipment, supplies be purchased and distributed to the states. It is truly both amazing and disgusting to me that none of this has been seriously started to date. … … … The idea that our monarchy cannot be bothered with such trivia and that state and local governments should just muddle their own way through this has resulted in our world leading mortality rates. Instead of national guidance on what needs to be done, when and how, our governors are forced to devise their own strategies as well as their own implementations. They could not be expected to consider all of the possibilities while in the midst of a crisis - and mistakes have been and are being made by even the most responsible governors because they are required to react to this crisis as well as develop their own strategies in real time- because our national lead ship has deigned themselves too important to take the time to think or plan ahead. … … … The argument that we should wait and see before taking proactive action is the underlying reason for our horrendous Covid-19 mortality counts - and is just plain stupid. Absolutely. If we had made this investment sooner we would have healthier people, fewer deaths and be ready to fully open the economy. Contact tracing, testing and promotion of wearing masks is the only path forward to maintaining public health enough that enough people will feel safe venturing out again and stimulating the economy. We must do this now. Every week that we wait puts us all at risk of illness, death, and economic collapse.

When the HIV/AIDS epidemic began in the early 1980s, the Reagan administration's first reaction was chilling: It appeared to treat the epidemic as a joke. Sound familiar? Once it was known to be spread through sex, the paranoia from the homophobic right was palatable and they began to take safe sex seriously. I remember banning children from attending school because their mother or father had contracted it – after knowing how it spread. Now those same people – or people made of the same cloth – denying there is a covid-19 epidemic. Why? Idiots then and idiots now.

Argument opposed

The federal government has already allocated substantial amounts of money to expanding coronavirus testing & tracing capacity, and it would be better to wait and see whether that funding is sufficient before throwing more money at the problem.

Please vote against this intrusive bill that is unnecessary as there are no instances of the so-called pandemic that require this level of resources or reduction of individual rights to accomplish goods public health.

What is House Bill H.R. 6666?

This bill — the COVID-19 Testing, Reaching, And Contacting Everyone (TRACE) Act — would authorize the Centers for Disease Control & Prevention (CDC) to award $100 billion in grants for testing, tracing the contacts of infected individuals, and supporting the quarantine of such contacts to address coronavirus (COVID-19). It would use mobile health units and, as necessary, testing & quarantining individuals at their residences to accomplish those goals.

Federally qualified health centers, nonprofit organizations, and certain hospitals & schools would be eligible to receive such grants. The CDC would prioritize applicants in hot spots & medically underserved communities and those that agree to hire individuals from the communities where the grant activities occur.

In-Depth: Rep. Bobby Rush (D-IL) introduced this bill to establish a grant program to facilitate coronavirus testing and contact tracing efforts in hot spots and medically underserved areas:

“Reopening our economy and getting back to normal will be all but impossible if we do not step up our testing efforts and implement robust and widespread contact tracing. Until we have a vaccine to defeat this dreaded disease, contact tracing in order to understand the full breadth and depth of the spread of this virus is the only way we will be able to get out from under this. The COVID-19 TRACE Act will allow us to do this by creating a $100 billion dollar grant program for local organizations to hire, train, and pay individuals and to purchase supplies to run mobile testing units and door-to-door outreach as is safe and necessary, with special preference being given to those operating in hot spots and medically underserved areas, as well as those entities who commit to hiring from these neighborhoods.”

Rush addressed a series of unfounded internet rumors, such as that his legislation would allow the government to remove children from households if a parent tests positive:

“I’ve seen these alarming posts as well, but I can assure you that they are completely false. This bill does not authorize anyone to enter your home, for whatever reason, without your permission, nor does it allow the government to remove anyone from your home because of the coronavirus. Again, this bill is about providing access to testing and outreach who want/need to get tested, but currently their needs aren’t being met.”

This legislation has the support of 64 Democratic cosponsors in the House.


Of Note: The “phase 3.5” coronavirus relief bill included $25 billion in funding for improving testing and tracing capacity in the U.S., of which $11 billion was set aside for use by state & local governments.

    What am I missing here? I had to go back and read this several times after seeing all the negative comments here. What are all you privacy nuts upset about? Sorry but I don’t get it. If you are against virus testing and contact tracing, the virus will continue to cause unnecessary sickness and death. You’re saying you don’t want to know if you have the virus or if any one you have had contact with has the virus? This seems to me, a very narrow minded and counterproductive position for a person to have.

    I vehemently oppose HR6666. Ventura County, California is already instituting this process, adding the provision that allows the government to remove any citizens from their homes who test positive for COVID-19 who only have one bathroom in their home. What if you are a single mother with young children? Where do they go? This will disproportionately affect families from lower income communities The consequences, based on the local and state government’s interpretation of this bill, are beyond comprehension. Also, the propensity for false positive testing results creates an opportunity for unwarranted action and considerable damage.     This should have been part of THE ALREADY FUNDED Pandemic Unit of the CDC...you know the one tRump totally ELIMINATED over two years ago! The minute the first confirmed case made it to the USA, we should have been ready to institute testing, tracing & quarantine! Honestly, we could have stopped the virus in China, if numb nuts didn’t pull our epidemiologists out of there. The only saving grace, is that this asshole wasn’t our president when Ebola was the threat! He has spent the last 4 months sitting with his thumbs stuck up his ass....now let’s fund this??? Yes!!! While you’re at it, institute universal healthcare, otherwise when we do get the cure/vaccine we will once again be healing only those who can afford it...meaning no one is safe! Warned of the death toll, warned of the economic fall out and warned about China lying about the virus. All while trump himself praised China’s job dealing with the virus, said our economy was fine and told us not to worry he had it under control. trump couldn’t be bothered to use the Defense Production Act to prepare for this crisis but he will use it now to force workers back to the factories that had unsafe working conditions in order to handle and process our food. “Why did Maryland have to go to South Korea to get 500,000 tests”. The chances of a second wave are real likely especially since we still can’t test and trace cases like we need to in order to even try to get back to normal. So with tests not working, not getting to the right places and no respirators. Don’t worry his ratings are great. trump’s administration has been withholding a Threat Assessment Report from Congress since Feb. 12 that warns the U.S. is unprepared for a pandemic. Against all advice trump continues to claim we will be back to normal soon and apparently now we are sacrificing our grandparents for the sake of the stock market. Here in the U.S. trump tells states to fend for themselves when it comes to medical supplies at the same time he writes a letter to North Korea offering them help. WTF U.S. intelligence reports from January and February warned about a likely coronavirus pandemic. In briefing notes trump crosses out corona and writes in Chines virus. He’s making this an us vs them (racist) issue. trump claimed Democrats were using the virus as “their new hoax,” downplayed the danger, repeatedly contradicted public health experts and spread falsehoods, such as saying the virus will go away when it gets warmer. Two weeks ago, Trump said the virus was “very much under control” and that the number of people infected was “going very substantially down, not up.” Soon, he declared on Feb. 26, the total number of cases will be “close to zero.” Stock market at a 12 year low and layoffs due to the Corona virus are just starting. Officials say the response by the White House to the Corona virus has been complete chaos. If you think Pence knows what he’s doing when it comes to the Corona virus take a look at how he handled the HIV outbreak in his state. The White House got rid of its top official leading the government response to a global pandemic and essentially folded up his office. This means no senior administration official is now focused solely on global health security. This year the White House proposed a budget that cuts money from the very health agencies that will be dealing with the coronavirus. He is pressuring a government agency to give a contract for his wall to a company whose chief executive is a donor to one of his top GOP allies in Congress. He took hundreds of millions from 127 different projects (FEMA being one of those) for his wall. He thinks nuking a hurricane is an idea. He is host the next G-7 at one of his own resorts. Again our tax dollars paying him directly. He taunted Iran by tweeting a classified image of an Iranian rocket that had exploded, thereby potentially compromising U.S. intelligence capabilities. His own company would save millions from the low interest rates he is demanding. He was going to give you tax cuts through your paychecks but decided not to. This year the richest of us payed less in taxes than the rest of us. He is destroying the economy with HIS trade war. We will soon average a 1.2 trillion deficit. He is repeating NRA talking points on background checks so expect no action taken regardless of the fact there has been 27 arrested over threats to commit mass attacks since El Paso( NOT TOLEDO). He made fun of republicans being afraid of the NRA and then caved after a 30 minute phone conversation with them. He bragged about indefinite child detention because it brings families together. He is refusing flue shots, that protect us all(google influenza pandemic), to immigrant children. He is attacking fellow congresswomen in really disgusting ways and making anti-Semitic remarks about Jews calling them disloyal. He thinks he’s the chosen one based on a conspiracy theory web sight. He has: Obstructed Justice. Is profiting from the Presidency. Colluded - They had a meeting & lied about it. Advocated political & police violence. Abuse of power. Engaging in reckless behavior. Persecuting political opponents. Attacking the free press. Violating immigrants Right to Due Process. Violating campaign finance laws. Was going to cut Medicaid and Medicare funding to pay for the tax cuts he gave to the rich. Is actively destroying farmers lives with his trade wars that we all know only hurts our pockets not Chinas. Has made the lives of every truck driver across America as well as our own, more dangerous by removing safety regulations that only benefits the pockets of the CEOs of those companies. Has removed any and all protections we had in place from work safety, environment, women’s rights, LGBTQ rights and gives that power back to the CEOs, oil companies, men and old white men. Saudi funded lobbyist rented 500 rooms at a trump hotel he never divested from right after he became president. Wonder why? Sexual Predator: Accused by more than 20 women of molestation and rape. Campaign foreign policy adviser Papadopoulos met with Russians then bragged about it to Australians who then turned that info over to our FBI. Sixteen campaign officials had contacts with Russia and at least nine others new about it. Russian mobster lived in trump tower. trump casino was flagged 106 times for lax money laundering standards and same Russian frequently stayed at trump casino. Has been selling real estate to Russians for years. It really is surprising how many connections to Russians this man has. Rick Scott, Marco Rubio, Bill Posey You are my representatives. OLC policy: The indictment or criminal prosecution of a criminal investigation of a sitting President would unconstitutionally undermine the capacity of the executive branch to perform its constitutionally assigned functions. It’s time to do your job. You swore an oath to this country, it’s people and me to uphold the constitution. The president has never upheld that oath. How do you want to be remembered?
