house Bill H.R. 6533

Do Foreign People and Governments That Meddle in U.S. Elections Need to be Sanctioned?

Argument in favor

The U.S. government should do whatever it can to ensure that foreign governments don’t try to meddle in America’s elections. Sanctioning the meddlers will put other countries on notice that they shouldn’t tamper with our electoral process.

People are always saying this or that is a threat to democracy. THIS is not a threat, this is an actual thing that happened. Just because it favored your party doesn't mean you shouldn't be opposed to it.

The US needs to stop meddling in other nation's elections themselves. NOT punishing those that meddle in our elections won't stop them from continuing to meddle. We should simultaneously stop meddling in others' elections and also stop others from doing the same to us.

Absolutely, especially if one runs on a platform of "America first". How else will diplomacy work? By the way, anyone claiming the accusations against Russia are "unproven" or "unsubstantiated" probably don't understand how classified information works.

Argument opposed

What’s past is past, and nothing the U.S. government does now can definitively prevent future foreign interference in America’s elections. Not only that, but it’s possible that foreign governments could impose retaliatory sanctions on the U.S.

NOT UNLESS YOU SANCTION PRES. OBAMA FOR INTERFERING IN ISRAEL'S ELECTION! Anyway, I think the Democommies are more guilty of interfering in our elections than any foreign nation or persons!

For starters, I am skeptical about the so-called "intelligence" from the CIA. Please, do explain, CIA, where did this "intelligence" come from? It sure as hell didn't fall out of the sky. And also, why did you not say this WAY until after the election? Besides, why should we be sanctioning Russia when we should be obviously sanctioning the Democratic Party? They are the people complaining, not to mention they are the people who are always scapegoating Russia. Coincidence? I think not.

This is no doubt in reference to the claim that Russian hacks of the DNC resulted in the loss of Hillary Clinton's presidential bid. First, cyber forensics have failed to provide any real evidence in support of this claim. Secondly, Assange of WikiLeaks claims he received the info from a DNC insider who was angry at the collusion of Hillary and DNC officials against Bernie Sanders. Hillary's loss is more likely due to the legacy of scandal, corruption and crony politics from her 30 years in Washington. Our information infrastructure is under persistent attack by all foreign governments such as Russia, China and Israel, as well as professional cyber criminals. We need to create some global organization to pursue and prosecute these attackers.

What is House Bill H.R. 6533?

This bill — known as the Protect American Democracy Act — would require the Secretary of State to compile a public list of foreign persons and entities who illegally interfered in federal elections since January 1, 2015 and freeze whatever financial assets they have in the U.S. In addition to financial sanctions, foreign individuals who find themselves on the list would be ineligible for visas to travel to the U.S., and current visas would be revoked. The Secretary would be able to waive these sanctions in individual cases if doing so is necessary to comply with international obligations (like hosting the UN), or if it helps U.S. national security.

It would also require that such a report be provided to Congress after each federal election summarizing any foreign interference. The initial report would be due within 120 days of this bill’s enactment.

Impact

Foreign individuals and entities that meddle in U.S. elections; the State Department; Congress; and the Secretary of State.

Cost of House Bill H.R. 6533

A CBO cost estimate is unavailable.

More Information

In-Depth: Following allegations of Russian interference in the 2016 presidential election, Rep. Eliot Engel (D-NY) and his Democratic colleagues on the House Foreign Affairs Committee introduced this bill to punish responsible parties. In a press release, Engel offered the following explanation:

“We need to know exactly who was behind the foreign interference in our election and we need to respond swiftly and effectively. We also need to make sure governments don’t view future U.S. elections as an easy target. This legislation is a no-brainer. It sends a clear message that the United States won’t stand quietly by as Russia or any other foreign power tries to undermine our democracy.”

This bill has the support of 18 House cosponsors, all of whom are Democrats.

It is genuinely disappointing that this even needs to be a question. They're the US elections, not the "US elections and Russia you get a vote and a lot of influence too."

It's scary that some are putting their partisan beliefs and pride ahead of the security of our country. Any interference in US elections should have strong repercussions.

Meddling in elections is as direct a threat to our democracy as a WMD. We must respond obviously. If Trump was complicit in the meddling there need to be treason charges and impeachment ASAP.

This is a no-brainer. Anyone, foreign country, FBI, or any other institution should be censured, or tried and imprisoned for these acts of interfering in a US election.

Why is this even a question? Do we actually want the Russians, Chinese or Saudis choosing our elected officials? If you are a Republican, apparently the answer is YES, IF WE WIN and we will be outraged if we lose. (I assume the outrage part because Republicans only have 2 buttons: GLOAT & OUTRAGE.) What a disgrace!

Presidential candidates who collude with foreign governments to get elected should be appropriately punished as well. Election meddling should result in an automatic re-vote in order to insure the accuracy and integrity of democratic processes.

I think a lot of people posting these negative comments on this is ridiculous. If a country interferes in another country's election then there should be repercussions. Interfering isn't a president of another country making it known he/she likes a particular candidate. It's when a person uses it's government to mess with another countries political process is the problem. If US interfered with another country then we should get sanctioned too. And for those people who don't believe Russia interfered with our election after the CIA and FBI told us they did then who can you believe. Do you need Russia to admit it in order for you to believe it.

I stand with Republican Senators John McCain and Lindsey Graham who say they will seek 'stronger sanctions' on Russia. I believe these two men are on the right track. We absolutely must protect our election process - our being able to trust our election process is fundamental to our democracy. We should also aggressively prosecute voter fraud, although from all of the research I've done, very little actual fraud seems to take place. Voter fraud is surprisingly easy to uncover in a world where voter registration information is public record as are precinct-by-precinct tallies of votes cast. But back on foreign countries attempting to sway results in our elections- we must not stand for it. And we should strongly oppose any nation attempting to sway any democratic election in any other country. The US intelligence services have interfered with elections in other countries many times in the past, and the whole world knows we did, and we need to stop doing it. As long as our own hands are dirty, we can't seriously expect any other country stand with us in our complaint in this area. Which is why we need to stop doing it to other countries. Regardless of our own past misdeeds, we do still need to draw a line. This isn't a partisan issue. It doesn't matter if you're "red", "blue" or any other color. This isn't a question of if the other country is a "friend", a "foe" or neither. This is about our national sovereignty. In this case we know that both Democrat Party and Republican Party officials had their emails hacked. In this case only emails from the Democrat Party officials were leaked, but if we do nothing, it's likely that emails of Republican Party officials will be leaked in the future. This is something we must take strong action on *now* - it poses an existential threat to our very form of government. There's no doubt that our government is far from perfect- neither party disagrees with that. But we must make our *own* changes to our government, and we must protect ourselves from other nations trying to directly make changes to our government themselves. We must impose sanctions - and more - to protect our nation on this front.
