Official Title

To authorize the Secretary of the Interior to amend the Definite Plan Report for the Seedskadee Project to enable the use of the active capacity of the Fontenelle Reservoir.

Summary

(Sec. 1) This bill authorizes the Department of the Interior, in cooperation with the state of Wyoming, to amend the Definite Plan Report for the Seedskadee Project (authorized under the Colorado River Storage Project Act) to provide for the study, design, planning, and construction activities that will enable the use of all active storage capacity of Fontenelle Dam and Reservoir, including the placement of sufficient riprap on the upstream face of the dam to allow such storage capacity to be used for authorized project purposes. Interior may enter into: (1) any contract, grant, cooperative agreement, or other agreement that is necessary to carry out this bill; and (2) contracts with Wyoming for division of any additional active capacity made available under this bill. Interior must enter into a cooperative agreement with Wyoming for planning, design, related preconstruction activities, and construction of any modification of the Fontenelle Dam, which shall specify the responsibilities of Interior and Wyoming regarding: (1) completing the planning and final design of the modification of the dam, (2) any environmental and cultural resource compliance activities required for the modification of the dam, and (3) the construction of the modification of the dam.
    Not sure when the possibility of being a conservative and being an environmentalist became incompatible. The word "conservative" actually contains the word "conserve." Sportsman, hunters, fisherman .,, folks who may generally lean toward the ideals of self-reliance and independence: even they should be appalled at the unmitigated attack on the "commons" and protections to our ecosystems and environment.

    This is is terrible idea at this time. Wyoming is suffering a budget crisis and is having to significantly cut education spending and monies for local governments. This bill requires Wyoming to pay for all the planning and construction costs related to the project. Although it might bring some jobs to the state, which are much needed, the state does not have the money to pay for this labor without further impacting all other aspects of the state's budget. This should be voted down.

    Cheney votes against the EPA, votes against protection of our rivers and steams from coal mining activities, supports pumping millions of gallons of chemical laced waters into or earth though fracking activities. Keep this congresswomen away from natural resources, she'll poison them.

    Prioritizing reservoir over river is an environmental disaster. We are seeing somewhat similar effects close to home, with Alamo Reservoir at extremely low levels and flows from the dam so greatly reduced that the Bill Williams River ecosystem is dying. The Green River is struggling right now and should be prioritized along with appropriate use of the reservoir. The federal government also needs to consider the watershed and the needs of all affected states, not just Wyoming.

    The CRSP is an act from over fifty years ago and enacting work authorized under it without the benefit of modern analysis could lead to unintended consequences that would not have been foreseen in the 50s. A new review should be conducted before any work is authorized.
