Power And Security Systems (PASS) Act
To provide for consideration of the extension under the Energy Policy and Conservation Act of nonapplication of No-Load Mode energy efficiency standards to certain security or life safety alarms or surveillance systems.
This extends exemptions for electronics which draw power, even when not in use, to "certain security or life safety alarms or surveillance systems" while still leaving room for discretion by the EPA. Although likely not applicable to most electronics, there could be examples where certain security devices would need a continual power draw, so it makes sense.
