What is it?

This bill — known as the Border Wall Trust Fund Act — would authorize the Treasury Department to accept donations to a Border Wall Trust Fund to plan, design, construct, or maintain a barrier along the U.S.-Mexico international border. It would also require the Dept. of Homeland Security to build commemorative display at the wall, recognizing individuals who had donated to the Border Wall Trust Fund.

Impact

Members of the public who want to donate to the southern border wall; southern border states; the Treasury Department; and the Department of Homeland Security.

Cost

A CBO cost estimate for this bill is unavailable.

More Information

In-DepthSponsoring Rep. Diane Black (R-TN) introduced this bill to create an account at the U.S. Treasury dedicated to holding public donations for the completion of the wall along the United States’ southern border:

"While Democrats block commonsense border security and put illegal immigrants before our families, we are going to put America first. Real immigration reform cannot be achieved without a secure border – President Trump has been clear about this since day one. The most important job of the federal government is the safety and security of the American people, and if citizens in our country wish to contribute to this effort, they absolutely should be given the opportunity. Americans know that President Trump is committed to protecting our nation for future generations, and we are ready to stand with him to build the wall.”

Brandon Judd, president of the National Border Patrol Council, the labor union for Border Patrol agents, sees the wall as a sensible solution to border security:

“Whether we call it a fence or call it a wall, it acts as the exact same thing — a physical barrier that makes it more difficult to enter the United States illegally. I don't understand the whole fight over this.”

While there is no opposition to specific this bill on the record, Democrats have been largely unified in their opposition to Trump’s border wall, which they view as xenophobic and a waste of taxpayer money. House Minority Leader Nancy Pelosi (D-CA), in a letter to her colleagues in early 2018, called the border wall an issue on which her caucus “must all speak out.”

There are 10 cosponsors of this bill, all of whom are Republicans.

Of NoteThe trust fund concept mirrors how the federal government raised money to construct the Washington Monument, which relied on private donations and which has plaques noting organizations that donated to its construction.

At present, President Trump’s border wall is projected to cost $25 billion or more.

Ridiculous! This wall is immoral. Helping fund racism is not an American value.

This wall has no business being built period. Doesn’t matter whose money is behind it the idea is still obscene. Your republican hero (another one with dementia) Ronald Reagan proudly told Gorbachev to “tear down that wall” and here you are trying to build one in the US! I, personally, don’t want to be the disgusting weakling who has to be told by the rest of the world to act like a grown up and do the right frigging thing. I’d rather just do the right thing from the start!

Based on experience of Berlin Wall, Chinese Wall, walls in Paris et al, building another Wall is foolish.

If Trump's wall is built I will help future generations tear it down. That wall goes against the Statue of Liberty message of if you don't feel safe in your country come here.

Pardon me, but Chump's wall can go to hell. Consider the current state of the U.S., Canada and Mexico should build walls to keep us out!

Everyone voting no isn’t thinking intelligently. Instead of our taxes paying for all of it if we allow donations it’s less of a burden on us.

This is an awful idea. To begin with, we don’t need or want that ridiculous wall. Beyond that, allowing private donations to fund such a pet project that is clearly primarily political optics (because it certainly isn’t the best or most efficient way to secure the border) is just unlocking one more opportunity for the mega wealthy and corporations to buy influence. It’s Citizens United 2.0. Stop this insanity. The “wall” that needs to be built is between greedy, unethical politicians and corrupt, big money donors who use their ill-gotten gains to purchase unfair influence.

Majority says no wall. All those private funders can take that money and build their own wall right around their house. We don’t want it and don’t need it. When families are running to save the lives of their children. We should not stop them or even more so we should not rip those families apart. We are a nation of immigrants. They all deserve a chance.

This is a great idea until Congress gets their act together and properly funds the wall. Btw for all you empty-headed race baiters calling the wall and our great President racist, illegal immigration is a crime and illegal aliens think they’re better than legal immigrants who actually follow the rules and contribute to our Nation. Get a clue libs.
