What is H.R. 5714?

H.R. 5714 — the Pest Management Records Modernization Act — would amend it's predecessor to give commercial pesticide applicators the authority to record all their pesticide information electronically.
This means pesticide-related records, reports, and data would after the implementation of this bill be able to be created, retained, submitted, and conveyed electronically. This new electronic style would satisfy federal, state, and local law requirements. Wild!
Argument in favor
It's ridiculous that commercial pesticide applicators have not been authorized to do this already. It's time to bring them up to speed with the rest of the world.
Argument opposed
Giving pesticide applicators the choice to move to electronic records, or not, will ruin the uniformity of this commercial sector's data.
Impact
Commercial pesticide applicators and all of their data, federal, state, and local requirements on said applicators, and the Food, Agriculture, Conservation, and Trade Act of 1990.
