house Bill H.R. 5428

Should Congress Authorize the President to Sanction Russia for the Nerve Agent Attack in the UK?

Argument in favor

Russia should be held accountable for poisoning one of its former spies who turned against them and his daughter with a nerve agent, plus killing one British citizen and hospitalizing two others who were exposed. These sanctions would be an appropriate response that builds on what the Trump administration has done already.

Of course Russia should be sanctioned. But, as there is serious evidence of collusion AND Trump wants to meet with Putin alone without any media (to talk about what, I wonder?) this likely will not come to pass. Maybe Republicans should grow backbones to hold the man accountable. Alas, bones like that can't grow on demand.

Argument opposed

The Trump administration has already imposed sanctions against seven Russian oligarchs and 12 Russian companies for the Salisbury, England nerve agent attack and expelled 60 diplomats from the U.S. No other sanctions are needed, and preventing American investors from buying Russia’s debt won’t really hurt Russia's finances.

I don’t think Congress should authorize the president for Jack. Frankly the man should be put in jail. I’m for Congress authorizing him to go to prison. That’s about all I want from this teacup Congress. Otherwise y’all can all just go home till after the elections. Spies killing each other is just part of the risks to the intelligence community. Or did you people naïvely think that this was not part and parcel of the standard procedures? That’s what it means to be a NOC CIA. I imagine it’s nearly the same in other countries.

Russia needs to be sanctioned for their poisoning/attempted murder of the Sktipals. Congress, however, needs to do the sanctioning with a veto-proof bill that doesn't give Trump any options. If left to his own devices he will do nothing to interfere with Putin's assault on the United States and his ongoing use of murder to pursue his agenda.

The truth is #45 is steadfast in siding with Putin and Russia’s financial investments and business. Although, I would want my PA representatives to vote ‘Yay’ for this bill, #45 will not cease his covert involvement with Russia. Therefore , this bill should also enforce financial disclosure of any political official of the American government; starting with #45’s income tax reports. #45’s game of attempting to blame or shift focus from himself onto past administrations, including those within the Republican Party, has grown tiresome. As such, the president (current and future), should not receive any power from this bill. Never in the history of our country has a president or administration flagrantly dismissed the American people and our Constitution as we have experienced with #45.

Yes, right after they get him to acknowledge that Russia tampered with our election and was pushing for a trump win. You may not like it but those are the FACTS.

No. Our POTUS is a tool of the Russian state. Congress needs to take these actions without depending upon an undependable POTUS. Make it a one-time bill of limited duration so as not to upend our separations of power and authority, but this should be a congressional action.

Yes, if only to reinforce to Americans that trump will not listen to Congress. I expect trump to do nothing, which reinforces the message that trump is compromised, does not serve our interests, and will do nothing against his oligarch friends. Pass the bill and continue to show the country the disparity between patriots with country in mind and trump with his own isolated interests.

I doubt that this president will do anything to hurt the Russian “president’s (euphemism for dictator’s) feelings. That doesn’t mean the rest of us can’t let our allies know we stand by them. Judging by the protests everywhere Trump goes, the world must know he doesn’t represent most Americans. I hope so.

Russia must be punished for the murder of their former agent and his daughter, as well as the death of a British citizen and the hospitalization of two others. However, since there is an abundance of evidence of “President” Trump colluding with Russia, I seriously doubt that Trump will impose any sanctions of his own accord. This bill must be made so that it gives Congress the power to impose sanctions, and it must be made as veto resistant as possible to avoid the president trying to shut it down. Top members of our own government are cooperating with Russia, and this is an act of treason. We have to be careful what powers we give Trump. If he is given this power he may not use it. But Russia must be punished. I support this bill, but I caution that some changes should be made in order for it to have any effect.
