What is it?

This bill — the SAFER Voter Act — would lower the federal minimum age to buy a handgun from 21 to 18 years of age, the same age at which a person becomes eligible to vote and an adult in the eyes of the law. Currently, federal law prohibits licensed gun dealers from allowing anyone under age 21 to buy a handgun — although they can buy rifles or shotguns.

The bill’s full title is the Second Amendment For Every Registrable Voter Act.

Impact

People between 18 and years of age who would buy a handgun; gun dealers; and law enforcement.

Cost

A CBO cost estimate is unavailable.

More Information

In-Depth: Sponsoring Rep. Thomas Massie (R-KY) introduced this bill to lower the minimum age to buy a handgun from 21 to 18:

“Why should a 20-year old single mom be denied the right to defend herself and her children? 18, 19, and 20-year-olds are considered adults and are able to vote on important public policy issues. They can also form business contracts, get married and serve in the military. As adults, these Americans should not be deprived of basic constitutional rights.
Recent proposals to raise the minimum age to purchase a long gun from 18 to 21 are not simply misguided, but are also unconstitutional, especially if citizens under 21 are barred from purchasing a handgun. District of Columbia v. Heller established that gun control measures cannot be so draconian as to completely extinguish the right to keep and bear arms, yet that’s what happens when all gun purchases are prohibited for a certain class of adults based on age.”

This legislation has the support of two cosponsors in the House, both of whom are Republicans.

I cannot begin to express how stupid this idea is. Who comes up this crap? I’m a 30 year, 3 time Gulf War veteran and I know my way around a variety of weaponry. Just because an 18 year old kid is old enough to serve his country, doesn’t mean he mature enough to own a weapon of ANY kind. Keep in mind even when 18 year olds in the military are issued their weapons they are under supervision at all times, and are not issued ammo until time to fire. At all other times these weapons are behind at least two locks. If all parents, who own guns, were this responsible with their own weapons, there may be fewer kids (18 and under) with access to weapons. They may be able to vote and own a home, but they cannot accidentally, or intentionally kill somebody with them.

The age should not be lowered. Maturity and judgment are well identified limits. When the drinking age was raised to 21, many of the deaths related to drinking were reduced. This is just common sense. Nothing in the 2nd amendment references an age.

No, the frontal lobe of the brain is predisposed to impulsive behavior in adolescence which extends into early 20s. The younger you are (below 25) the more likely you are to make impulsive decisions due to this phase of development.

If you’re old enough to fight and die for your country, if you’re old enough to participate in our democratic process, if you’re old enough to buy a house, you’re damn well old enough to the basic rights guaranteed to you under our 2nd Amendment.

Are you kidding? Have you seen the news? Gun control is needed so crazy, immature, and people with anger issues cannot get a gun and harm others. As we see with the rise of school shootings, it is the under 21’s that shouldn’t have guns. I have been in the army for 12 years, I have hunted my whole life and am a gun owner. Responsible people will not agree on lowering the age limit.

NRA would say if you can walk you can carry a gun? Others would say if you can walk you can drink. If you lower you standard low enough, you will meet it.

While hand guns are an efficient tool at deterring crime. Most hand guns are used in suicides and making them easier and more available would increase suicide rates. 2/3 of all gun deaths are suicides. Making it harder to kill oneself means that they are less likely to kill themselves. If mental health is the issue that Republicans are worried about for gun owner ship, especially pistols should not be sold to more people because people buy them to kill them selves.

Absolutely not. 18 year olds are still in High School a lot of the time. The amount of maturing that occurs between 18 and 21 is huge. Purchasing any gun should require that you be 21 years old. If you want to have a gun so badly, and aren’t 21, join the military or police and be trained to use them appropriately. Glad to see politicians concerning themselves with this instead of actually passing meaningful, common sense gun laws that the majority of this country want (sarcasm).

NOOOO. Rep Massie-KY, the state that gives us child marriage, now argues that every angry teen across the country should legally buy a handgun. Suicide rates among teen boys are 4 times higher than girls. 1300 teen Boys took their own lives last year, mostly by gun. Rep Massie, do you have No Shame?! Your NRA is showing! ☠️ 3/20/18 Today, 17 year old came to HS and started shooting. Is it enough yet?! When then?!

We are a nation of laws and state regulated militias, not warlords and private militias. Raise the minimum age for the purchase of ALL firearms. Include a waiting period of at least one week (one month would be better). Include a buy-back and ban of ALL semiautomatic weapons (both small arms and long guns), and ban large capacity magazines (6 rounds maximum) for revolvers and bolt, pump, and lever action long guns.

Oh, hell no!! Why even ask this question? There is no way that we should lower the age to purchase a handgun from 21 down to 18!! This is pure stupidity!!

As some have mentioned, we should raise the age to be able purchase a handgun to at least 30. That should eliminate all the criminals from purchasing weapons except for the fact that they don’t buy their weapons legally, they usually get them illegally.
