Raising the Age Limit to Buy Semi-Automatic Rifles From 18 to 21

Argument in favor

No teenager should be able to buy an assault rifle. Handgun purchases are banned until an individual reaches 21 years old, and that should be true for semi-automatic rifles as well. This will reduce gun violence.

I don't understand why right now a handgun can't be purchased before 21 but a semi-automatic rifle can be? Seems like a semi-automatic rifle can kill more people. I know people against this will just say it's another infringement on their right to own firearms and the 2nd amendment, but guns are just too dangerous NOT to have strict regulations. You still have the right to own and fire a gun, no one is trying to take your guns away from you, we're simply trying to make it harder to buy a gun especially for people who should not have them in the first place.

If you can’t drink a beer till you are 21 then you shouldn’t be able to get a gun until then.

Argument opposed

The age when the law recognizes a person as an adult who can vote or serve in the military is 18. Adults should be able to exercise their Second Amendment rights and buy a semi-automatic rifle for their self defense.

Since 21 is the new 18, raise the age requirement for military service, selective service registration, voting, entering into contracts, child support payments, compulsory education, etc. along with this.

This is another unconstitutional act against the Second Amendment. If i can go to war to kill and die for my country i should 100% be allowed to keep my rifles. This issue isn't about semi-automatic rifles its about the people. These rifles protect far more then they can harm, this only going to take the rifles away from the law abiding citizens who will need them.

So young adults are old enough to fight our wars, but not old enough to be trusted with firearms when they return home? Stupid.

What is House Bill H.R. 5090?

This bill — the Raise the Age Act — would raise the age limit for purchasing a semi-automatic rifle that has or accepts a magazine with a capacity of more than five rounds from 18 to 21 years of age. This would apply to rifles which use centerfire ammunition (which means that the bullet’s primer is located in the center of the cartridge), so rimfire semi-automatic rifles wouldn’t be affected. Active duty members of the military and full-time law enforcement officers who are authorized to carry firearms in the course of their official duties would be exempt from this ban.

The Federal Bureau of Investigation would be required to provide a report to congressional judiciary committees on the protocols and procedures for information sharing between its public access line and field offices. The report would include recommendations for improving the protocols and procedures to improve information sharing.

Impact

People between age 18 and 21 who would want to buy a semi-automatic assault rifle; law enforcement; and the FBI.

Cost of House Bill H.R. 5090

A CBO cost estimate is unavailable.

More Information

In-Depth: Sponsoring Rep. Anthony Brown (D-MD) introduced this bill to raise the age limit for buying a semi-automatic rifle from 18 to 21 years of age:

“The weight of this tragedy and the countless shootings before Parkland demand that Congress take meaningful action. This common-sense bipartisan bill is a critical first step that closes a dangerous loophole in our gun laws. Teenagers should not be able to buy assault weapons. Representative Fitzpatrick and I will do everything we can to marshal our colleagues, address gun violence and demonstrate to the American people that Congress can work together to make our communities safer.”

Original cosponsor Rep. Brian Fitzpatrick (R-PA) added:

“As we pray as a nation for all the victims and families devastated by the Parkland school shooting, we must not allow yet another tragedy to go unanswered. It is incumbent upon all of us to identify the root causes of this senseless violence and move to address it immediately. All options must be on the table, including comprehensive background checks, a bump stock ban, prohibiting the sale of military assault weapons and full funding for gun violence research in a comprehensive manner that could have prevented tragedies like this. This Congress can, and must, take meaningful action to put aside partisanship and work toward solutions.”

This legislation has the support of 22 cosponsors, including 20 Democrats and two Republicans.

First: assault rifles of any kind SHOULD NOT BE SOLD TO CIVILIANS. Second: if you can’t buy a handgun until you’re 21, why in the world should you be permitted to buy one any earlier?

Here are initial steps Congress can take to reduce gun violence and promote public health. -Ban all automatic and semi-automatic rifles and shotguns. -Ban magazines/clips holding over 6 rounds for all firearms. -Require registration and insurance for all firearms. -Revolvers holding 6 rounds remain legal -Single action bolt, lever, or pump rifles and shotguns with magazines or clips holding 6 or fewer rounds remain legal -Mandatory background checks. -Require mandatory gun violence studies on gun violence. Take the donations you receive from the NRA and publicly announce that you are giving those donations to organization and municipalities that embark on measures to improve school safety and public health. Then lead the effort to create laws that reduce gun violence in America.

Stupid idea. You get full constitutional rights at 18, not 21. This violates 18, 19, 20 year olds right to bare arms

Ban semi-automatic firearms (long guns and small arms) as well as high capacity magazines. They aren’t needed for hunting, target practice, or home and self protection. (Many hunting regulations limit magazine capacity to three rounds.) But they do facilitate mass murders. Follow the example set by Australia.

It is hard to say to a newly returned soldier that they can use a rifle in the army when 18 but they are not mature enough to use after two years.
