This bill would prohibit federal funds, fees, or resources from being used to implement any executive order issued between the bill’s enactment and January 21, 2017 when President Obama’s term ends and the next president is sworn in.
The bill would also prohibit any agency from making or finalizing:
A major rule, which is defined as having an annual effect on the economy of $100 million or more;
A rule that may raise legal or policy issues because of its mandates, the president’s priorities, or the principles that require significant regulations be reviewed;
A rule that may create a serious inconsistency or otherwise interfere with an action that’s taken or planned by another agency.
