Why stop at bonuses? Do away with the entire institution. It's quasi-governmental institutions like the IRS and the Federal Reserve that are absolutely destroying America's economy.

I think people need a reminder that bonuses are not a given but a reward for something extra. Something good. How about giving us, the citizens, a bonus for putting up with their shady practices. Yes, there are some good employees in there but when they have key players and a lot of other workers doing bad things to citizens they are paid to service then bonuses are off the table.

Argument opposed

Imposing a ban on bonuses to IRS employees ultimately punishes individual employees and their families rather than causing the broad institutional changes this bill seeks.

What do regular employees have to do with this? it is not their job, why punish them. I do however have a problem with people owing hugh amounts of money and not being made to pay.

Official Title

To impose a ban on the payment of bonuses to employees of the Internal Revenue Service until the Secretary of the Treasury develops and implements a comprehensive customer service strategy.

Summary

(Sec. 1) This bill prohibits the Department of the Treasury from paying a bonus, award, or similar cash payment to any Internal Revenue Service (IRS) employee until Treasury develops and submits to Congress a comprehensive customer service strategy that has been reviewed and approved by the Treasury Inspector General for Tax Administration. The strategy must include: (1) appropriate telephone and correspondence levels of service; (2) a thorough assessment of which services the IRS can shift to self-service options; and (3) proposals to improve customer service over the short-term, the medium-term, and the long-term. In developing the strategy, Treasury must consult with the National Taxpayer Advocate. Treasury must submit semiannual reports to Congress on the status of its customer service strategy and actions taken to improve customer service. (Sec. 2) No additional funds are authorized to be appropriated or otherwise made available to carry out this bill.

    It punishes individual workers for something those at the top need to fix. If this plan were to stop bonuses going only to those in charge, I'd say go ahead.

    Whether the IRS does or doesn't have a strategy has no bearing on the jobs done by 99% of IRS employees. The bill is taking a canon to do what a derringer coul do better. It should be defeated.

    Amazing that Congress writes the tax code, assigns the IRS responsibility for enforcing it then repeatably defunds the IRS making it impossible to do their job. THEN Congress tries to makes them the scapegoat for the tax bills Congress wrote! Nothing like failing to take responsibility for one's actions. Congress does NOT deserve their pay, The IRS should not be penalized for Congress dysfunction and Congress's lack of ability to take responsibility for their own actions. Let the IRS do their job with fair pay and bonuses. They deserve it.

    Based on my experiences with the IRS and what I hear, it appears that the performance management system needs a re-haul beginning with the basics. The performance objectives should be clear first. Doing this well allows them to keep their jobs. Once this has been put in place, the objectives for bonus needs to be set, which should be above & beyond. In order to do this effectively, there needs to be measures in place to gauge the level of performance. The team's objectives rolls up to the Management staff. I can not imagine a salary increase, never less a bonus, until this is done.

    Why should public employees get a bonus? They can't make more than they were supposed to, they only do what they were told to do. If they do less, they should be fired.

    Why reward bad, inept, and sometimes illegal practices. IMHO, a flat tax of 10% would be the most far to everyone and would cancel the need to even have an IRS.
