This bill — The Taxpayer Conscience Protection Act — seeks to increase transparency in government funding of abortions by mandating a report for each state on how Medicaid funds are offered to organizations that promote abortions.
The report would have to detail Medicaid funds given to organizations that not only perform abortions — but also organizations that refer individuals to abortion providers, organizations that are owned by an organization that performs abortions or an organization that promotes abortion in any other way.
Each state would have to publish these reports on the Internet for the public, and file them with the Secretary of the Dept. of Health and Human Services. They would have an additional 30 days to file reports to the House Committee on Energy and Commerce and the Senate Committee on Finance with summaries.
