Yes. Government shutdowns are counter-productive and should never be permitted to be weaponized for political purposes. Too many people, too many important services, too big an impact on too many people- who should never be used as pawns in a political standoff. Shutting the government to force a point of view hurts too many and is in effect a violation of Congressional obligations to protect the people.

Rather than procrastinating by extending government funding for seven weeks, Congress should focus on reaching a bipartisan spending agreement before October 1st so that a stop-gap funding bill like this isn’t needed.

Congress and the White House need to do their jobs. No “kicking the can down the road.” This issue should not be a political tool. You wouldn’t stand for these shenanigans in your family’s budget... why should you accept it from politicians? Get off your ass, stop playing games with our money, and pay the damn bills.

It is pretty bad when the government can't budget their monies. I am sure there is numerous spending going on that could be curtailed. Perhaps, Trump can cut back on the government paying for his trips to Florida and playing golf!

What is House Bill H.R. 4378?

This bill would fund the government at current, FY2019 levels through November 21, 2019, to avoid a partial government shutdown on October 1st. It would also extend a variety of health and tax policies that are set to expire. A detailed breakdown of this bill’s provisions can be found below.

CONTINUING RESOLUTION

This section of the bill would extend FY2019 funding through November 21, 2019, unless FY2020 appropriations are enacted sooner. It would also prohibit agencies from furloughing or terminating employees due to lack of funds during the duration of the CR. Among the programs and entities that would be extended and reauthorized through November 21, 2019, include the:

  • National Flood Insurance Program (NFIP);

  • Export-Import Bank (Ex-Im Bank);

  • Ukraine Assistance Initiative;

  • Commodity Credit Corporation;

  • District of Columbia’s local funds; and

  • Activities related to the Census.

HEALTH & TAX EXTENDERS

This section of the bill would extend the Community Health Centers Fund and the Special Diabetes Program through November 21, 2019, along with health programs under Medicaid and Medicare. It would also extend the Sexual Risk Avoidance Education grant program, the State Personal Responsibility Education Program, and programs within the Dept. of Health and Human Services through that date.

“While the House did its work, the Senate appropriations process is far behind. Because of this delay, we must pass a continuing resolution to avoid another government shutdown. Our continuing resolution will provide families, businesses, and communities with budget certainty while we negotiate long-term funding. After we pass this CR and the Senate moves forward with their process, I look forward [to] negotiating responsible bills that uphold our values and give working families a better chance at a better life.”

House Minority Leader Kevin McCarthy (R-CA) and Senate Majority Leader Mitch McConnell (R-KY) have expressed an openness to a short-term continuing resolution to avoid a shutdown.

    I don't want another shutdown, but I also don't like the can-kicking that Congress seems to do at least once a year. At this point, I see no reason to give Trump & Co any spending money because they'll just waste it on the wall. And I certainly don't want any more money to go the military as Trump gears up for war with Iran. One temporary extension is fine, but that's it. Democrats need to play hardball to keep the abuse in check as the Republicans plan to give more tax breaks to the wealthy and corporate interests they seem so intent on pleasing.

    There needs to be continued funding to keep essential services operating. It amazes me at how much the Democrats and Republicans argue about this when we have a $20 trillion plus deficit. How long have we been using continuing resolutions run the government because politicians/lawyers can't or won't agree on compromise? The old saying is "Penny wise and pound foolish."

    Congress’s primary job is to fund the government. They have not been able to do that in some time because they’re too busy bashing each other, raising money, and making promises to foreign governments. If they’re not competent to complete the one task they’re required to do why do they still have a job?
