Should There be a Federal Definition of ‘School Shooting’ & Annual Report on School Crime?

Argument in favor

Developing a better understanding of school shootings is an important first step in developing policies to make schools safer and prevent these tragedies. Creating a federal definition of “school shooting” and requiring an annual report on associated school crimes would help inform policy that affects school shootings. This would in turn lead to policies that are more effective at keeping students safe.

The Republicans stopped all research into gun fatalities as payment for NRA donations years ago. Now that we’re having a massacre a week, it’s about time we do. All the other countries have mental illness, video games, and angry people but only we allow them guns that spray bullets like water. Coincidence?

School Shooting; noun; A shooting, as in with a fire arm, that takes place on school grounds, during regular school hours. "There was another school shooting in a Los Angels county high school where a 16 year old male shot 6 people, so we should raise the age to purchase fire arms to 21 years rather than 18 to stop these shootings." Definition complete. FBI already tracks this information as well as all other crime statistics. Done and done. And not an extra penny spent! Do you people not remember what it was like in high school? Bullies think they can do whatever they want... The schools are powerless to do anything because they are scared, parents can't discipline these kids because they are scared, and it snowballs until the adolescents snap and libs blame the guns and Republicans blame mental illness, and the truth is that we have just failed our children. If your sociopath child is a bully and picks on the wrong child (mental illness not a requirement here, all kids have a breaking point), lots of people will end up paying the price, because they are lashing out all those they have felt betrayed by... because you can't do what you're supposed to do and you're blaming the wrong factors.

Argument opposed

This bill is a band-aid solution that won’t actually do anything to address the problem of school shootings. The causes of school shootings are already understood enough to develop policies to address them. Rather than wasting the federal government’s time and resources on yet more reports on this issue, it’d be better to develop and implement policies to actually keep students safe.

I am sorry but there is no more respect for each other. This is parents failure. No kid should ever have access to weapons, no kid should be bullying, parents supply the guns for school shootings so where are the gun safes. Where is respect for each other? We don’t need more laws we need parents enforcing the Golden Rules. Also feds, states and cities need to stop tax breaks on businesses and contractors. We are running short of tax money by giving tax breaks just to make someone rich. All this leads to over crowding schools, teachers lack of substantial pay. With both parents working to make ends meet, no adult supervision when a child goes to school or when they cone home. Our system as a whole is failing. This is one of many end results.

Gabbard has it upside down. Increased violence, bullying, depression, anger and all the other dynamics that accompany school shootings are not going to be addressed by a legal and political definition. The increase in violence in schools, the increasing problems with depression and other mental health problems, the increasing frequency of school shootings, all these have accompanied the increasing wealth inequality in our country. I know this flies in the face of “common sense” and blame the victim mentalities so common in this country. I suggest you look at the research dating back to the middle 1800’s.

No, school violence can only be effectively handled at the local level. The federal government has proven that its interference is a detriment to our schools. Get the government out of education entirely.

    Too many times our guns have gotten in the hands of our depressed children, and too many times our depressed children have shot our innocent and harmless children and colleagues, who has had no involvement with their depression. Too many times our politicians try to defend the ownership of guns and try to enforce nothing gets done while our children, our friends, our families and colleagues continuously keep dying because of our depressed children owning guns. I hope y’all understand the symbolism of my repetition of “our”.

    There needs to be something done. I believe that school violence is partly a school failure but mostly a parent failure. Schools are not parents and the way the teachers and school administrators hands are tied by parents how can they even teach let alone raise children.

    I’m almost 58 years old. When I was in elementary school I NEVER IN MY LIFE worried about crazy people having ASSAULT WEAPONS and shooting IN OCENT CHILDREN and ADULTS! Was life ‘ perfect’! FAR from it BUT we did not have SCHOOL SHOOTINGS! WTF happened to OUR country? 🥺 TODAY, WE defend RED or BLUE instead of RED, WHITE, and BLUE! 🇺🇸WE- ALL OF US-are AMERICANS! This is OUR COUNTRY!! This is a “ FAR CRY” from the country WE ALL WANT.

    A school shooting Is a school shooting. Definition is in the act. Why does it need to be defined further? I am for gun control of automatic weapons and am for stopping the sales of anti automatic weapons. Keeping Statistics is more then a good idea as long as it means something ..like prevention of more school shootings.

    Dear Representatives , Please feel free to share this with any of your colleagues on the fence about this bill. Yes we should have a report, we should have real time data . How has this not been done previously! In the corporate world any major catastrophe would be responded to with high paid consultants and an action plan, and plenty of money spent on marketing and brand image. An annual report of school shootings means data. Data changes minds. There was a backyard shooting in California yesterday, several members died when someone snuck in their yard and destroyed the lives of everyone in attendance. It didn’t even make the front page. The country is numb. Data does not lie if it’s presented without bias, and data does not speak from emotion, data is fact. I would hope and pray the definition of a school shooting is when any number of bullets is fired off regardless if it hits someone. Attempted shootings are still shootings., just separate out the data. While your at it how about the data behind police responses and lives saved. It may be helpful for police to coordinate and understand that data. How about cases of PTSD, drug use, withdrawal, and depression from those affected. What about the cases of copycats, or protests, school reaction and counseling services offered. The data will only be as good as the law that defines the terms. The fact that this hasn’t been done is ABSURD! Make a damned account on github and have the schools and police update the data and crowdsource the results. It’s time to make technology work for us here. Or if your worried about security then put it on a government server and regulate the access, but for the love of all those children and families left with the scars just do something. As far as the cost,which isn’t much, this seems like a fine project for colleges in the analytics, security, and psychology fields. First hand analysis brings about ideas, the data is analyzed from different viewpoints, life experiences, and professional knowledge. It’s the young in our country that I hope will get us out of this mess, broker it out to them because if your just getting to data analysis now it’s time for you all to move over. The McDonalds shooting happened when I was a kid. I had nightmares for years and it was just on tv. I’m 47 now, and it’s still happening. F-

    Normally I’m a fan of Gabbard, but in this case she is sadly neglecting the big picture: mental health. Gun control doesn’t work (i.e. Chicago has high crime rates, lots of gun control, whereas in Iceland there is no gun control and there was only one gun-related murder in the entire country in 2012). Guns gave 67 people for every one person they kill, and this is a problem that stems from inattentive liberal soccer moms in a PC culture that has proven toxic towards youth.

    There is NO Constitutional authority for this expenditure by the Federal government even if we had funding—we don’t!!     Mass murders of children and children murdering children are horrendous crimes. Certainly there needs a deeper look into the systemic illness of a society where this behavior runs rampant. And begin the obvious solutions that would prohibit the ease with which this ILLNESS SPREADS and takes place now. GUN CONTROL. REMOVE WEAPONS OF MASS DESTRUCTION FROM THE MASSES. There is no excuse that children and psychos can get their hands on weapons.
