Should Countries That Oppose the U.S. Position at the United Nations Not Get Foreign Aid?

Argument in favor

Countries that consistently oppose U.S. positions on matters brought before the United Nations General Assembly shouldn’t get foreign aid from the American taxpayer.

Why hand out Federal aid to foreign nations that oppose us? Use common sense on this. Let their people figure it out. We did... in 1776. Use that money for the American people.

Argument opposed

It would be spiteful for the U.S. to cut off foreign aid to countries simply for opposing the American position at the United Nations.

It's not OK to bully other countries into supporting us. We're supposed to be the good guys.

What an arrogant position. We must all agree with the US or we won’t help you. Hell most of the US doesn’t agree with the US! What’s next? You must be Capitalist? You must be Evangelical Christians? You must Kiss Trump’s ass? Hell no this is a ridiculous idea. We will soon be without allies of any kind and be known as the most selfish country on earth.

Hell, I currently oppose the US’s position on foreign policy, as does much of the country. Why punish them for coming to the same conclusion... This is just more of the same GOP tactics to remove the US from UN human rights protections. Especially, the rights of the child articles.

    IntroducedNovember 3rd, 2017

What is House Bill H.R. 4237?

This bill would prohibit countries that oppose the position of the U.S. when voting at the United Nations from receiving U.S. foreign aid. An exemption would be allowed for countries that have recently experienced a fundamental change in their leadership and policies toward the U.S. and change their voting policies at the U.N. Additionally, the president could exempt a country from this bill’s prohibition if they determine it’s in the interest of national security.

Impact

Foreign countries; and the U.S. government.

Cost of House Bill H.R. 4237

A CBO cost estimate is unavailable.

More Information

In-DepthSponsoring Rep. Louie Gohmert (R-TX) has introduced this legislation in each session of Congress 2005, becoming the latest Republican to take up its sponsorship after former Rep. William Goodling (R-PA) first introduced it in March 1999. Gohmert said of the bill in 2005:

“It is critical that some of these nations receiving vast amounts of U.S. tax dollars realize some of us are tired of their working so hard against us. By introducing this legislation, I am continuing to encourage a deep look at our role as benefactor to countries who work so hard against us. Throwing money at our enemies has made them more contemptuous, not less. It is the role of government to protect its people, not pay others to hate us.”

This legislation has the support of two cosponsors, both of whom are Republicans.

This bill is unclear on what the threshold for cutting off aid would be; it needs to be clearly defined. Disagreements are to be expected when dealing with a diverse body, and relying on someone for aid does not obligate anyone to share the opinion of the donor. That being said, we do need to reevaluate the return on investment of foreign aid. In some cases it may increase global security to continue aid; in other cases, consequences for consistently failing to cooperate with others may need to occur. However, mere disagreements with well supported arguments supporting them should not trigger cutoff without warning, explanation and alternative discussion tried first. Don't expect someone to toe a line you haven't defined.

If we can't accept that America can be wrong at times and unable to accept any criticism then we are truly in a sorry state of affairs. Acting like this is nothing more than a reflection of Trump's behavior....like a spoiled child.

The Constitution provides no direction for our Government to give charity to other Nations. All charity should be done through the American people donating to their favorite charitable organization. NO government involvement! We, the people, will decide who to donate to!

The US position at the UN is against nuclear proliferation in unstable countries as North Korea and Iran and also against sanctuary support for terrorist organizations. So this should be an obvious no-brainer. Such countries opposing our position do not deserve our foreign aid.

Why would we support those who disagree with us? And to the bullying concern: it’s our money. It’s not bullying to refuse to donate our money. It’s charitable of the US To give I️t to anyone.
