What is H.R. 4092?

According to the House Committee Energy & Commerce, this bill would
establish a Department of Energy clearinghouse to disseminate information about available federal programs and financing mechanisms that may be used to support energy efficiency, distributed generation, and energy retrofitting projects for schools.
