What is H.R. 391?

This bill seeks to honor the legacy of Muhammad Ali’s humanitarian work by awarding grants to organizations that promote "global understanding" and foster character development for young emerging leaders.
Organizations awarded grants under this Act would be required to:
Provide educational programs that prepare prospective leaders in foreign countries to make positive contributions in the world;
Offer a place for negotiation and mediation;
Use technology to empower people in foreign countries to discuss common interests and concerns, share information, and engage in cross-cultural learning;
Partner with organizations and schools already working toward this goal;
Provide resources in a variety of languages on their website;
Submit an annual report to update the Secretary of State.

Muhammad Ali dedicated his life to promoting justice through peace and understanding; these grants would allow organizations with the same goal of working toward a better world to continue to help others.

Why is this funding only going toward fostering the growth of young leaders abroad? Let’s keep the funding within the country and encourage the development of young leaders in the U.S.

Muhammad Ali is a former champion boxer with three heavyweight titles, 56 wins, and an Olympic gold medal. In addition to being one of the most successful and well-known sporting figures in the 20th century, he has dedicated his life outside the boxing ring to helping others and promoting equality. To this day, Ali still remains active as a humanitarian and goodwill ambassador.
