Grant Programs for On-the-Job Training in Poor Areas (H.R. 3524)

What is H.R. 3524?

This bill would provide grants to States for on-the-job training programs for adults in economically disadvantaged areas. The bill designates an "economically disadvantaged area" as any zip code in which the average median income is less than $40,000 a year, with "extremely economically disadvantaged areas" being zip codes with a median income under $32,000. 25% of grants funds would mandatorily go to zip codes designated as extremely disadvantaged. State and local boards would apply for these grants.
Argument in favor
Would aid in decreasing unemployment in chronically poor regions of cities, counties and states.
Argument opposed
Disproportionately aids poor urban areas over rural ones. Some concern, in general, that grants are the new earmarks.
