house Bill H.R. 3121

Should All U.S. Flags Bought by the Federal Government be Made in America?

Argument in favor

All American flags bought by the federal government should be made entirely in the U.S. unless there aren’t adequate materials domestically or the requirement would result in violating a trade agreement.

Pretty useless feel good baby step legislation, but whatever. Go with it if it makes you happy. It’s budget dust anyway.

I would like to see the research that prompted this question, but Yes, ”made in the USA.”

Argument opposed

The federal government should look to conserve taxpayer dollars, even if that means buying American flags made overseas because they’re lower cost.

It would be ok to address this issue if you had already solved the health care and immigration issues...and stopped the Trump trade war.. stop screwing around with nonsense and do the heavy lifting of non-partisan legislation

Unfortunately, given the ‘exceptions’ clause, materials to make the flag are not available in the U.S. which automatically makes this bill obsolete. Therefore, the bill is a waste of time for our Representatives. Time should be spent on other more pressing issues such as immigration, healthcare that included provisions for pre-existing conditions without emptying our pockets, reversing the costly tax budget that ONLY benefits the rich and big corporations, etc.

Well intended but insulting given our so-called president is indebted to foreign interests and makes enemies of fellow Americans and our institutions. How about we first get a president and Congress made in America who respect our country instead of wanting to burn down the ideals and dignity our flag has stood for!

What is House Bill H.R. 3121?

This bill — the All-American Flag Act — would require U.S. flags acquired for use by the federal government to be manufactured entirely in the U.S. from articles, materials, or supplies grown, produced, or manufactured in the U.S. This requirement wouldn’t apply if: 1) articles, materials, or supplies to be used aren’t grown, produced, or manufactured in the U.S. in sufficient quantity and reasonably available commercial quantities aren’t of a satisfactory quality; or 2) the president determines a waiver is necessary to comply with a trade agreement.

Impact

U.S. makers or suppliers of American flags; foreign makers or suppliers of American flags; taxpayers; and the federal government.

Cost of House Bill H.R. 3121

A CBO cost estimate is unavailable.

More Information

In-Depth: Sponsoring Rep. Cheri Bustos (D-IL) introduced this bill to require the federal government to only buy U.S. flags made entirely in America:

“When a veteran expressed his concern to me about American flags made overseas, I worked across the aisle to require the Defense Department to buy American-made flags. I hear time and again that our veterans are disappointed that tax dollars are buying American flags in countries like China. As we head into this Fourth of July weekend, I’m proud to honor our veterans by introducing this bipartisan bill to ensure all American flags purchased with federal tax dollars are made here in America.”

This legislation passed the House Oversight and Government Reform Committee on a voice vote and has the support of 36 bipartisan cosponsors, including 32 Democrats and four Republicans.

Do you KNOW how ridiculous this question is? Right here in Ohio, there is a flag manufacturer, one I’ve ordered from when my dad needed new flags. There, I solved your problem: you can buy flags from an Ohio business, thereby creating more jobs. Super simple!

This feels like an easy question, sure they’ll probably be a bit more expensive than importing them from china, but I feel like we should purchase all US flags from American factories that employ American workers which will put more money in more Americans pockets

Absolutely. Where else would you suggest. Made in Russia? Made in North Korea? Made exclusively by Ivanka Trump? Keep jobs here, even if it means paying a person a living wage which we all neglect to do
