What is H.R. 306?
(Updated July 18, 2017)
This bill would make a single person--Corina de Chalup Turcinovic--eligible for permanent U.S. residence. Chalup Turcinovic, a French citizen, came to the U.S. in 1990 after learning her Croatian husband, on tour with his band, was struck by a car and paralyzed from the neck down. Corina obtained a visa waiver to enter the U.S.and care for her husband. That visa let her stay in the U.S. for 90 days. Her husband could not leave the country in his condition, and in 2003, was finally allowed to become a naturalized citizen, which would have allowed Corina to stay, too. As Corina's husband was paralyzed, he couldn't provide fingerprints--a citizenship requirement. Corina's husband died in 2004--14 years after she first arrived in America.
Argument in favor
Someone who has fought this hard to become a U.S. citizen after never planning to be in the country in the first place deserves a green card. Her life is here.
Argument opposed
Corina's husband died in 2004. He was her reason for being here. While she's made a life for herself in America necessarily, rules are rules.
Impact
The bill is private legislation, and therefore affects a single person.
Cost of H.R. 306
No significant impact on the federal budget.
