Should Women Have Access to Abortions Through Medicaid, Medicare, and Other Government Health Programs?

Argument in favor

The federal government should not restrict women’s health care options — Medicare, Medicaid, and CHIP should cover abortion services. State and local governments also need to be held to covering abortions.

It is time to bury the Hyde amendment. No group's morality should define US policy. Abortion is a legitimate, legal medical procedure and should be covered as any other.

Argument opposed

Federal funding is already prevented from covering the cost of abortions — and women still find ways to get abortions. Taxpayers shouldn’t have to fund something they morally object to.

EDIT: this bill used to be drastically different and it won't let me change my "nay" to a "yea". Never in a billion years will I ever be on the same side as these Republican fools. ORIGINAL MESSAGE: I'm morally opposed to war, yet the majority of my tax dollars go towards it - which includes the killing of innocent "civilian casualties" overseas, like children. Your morality isn't someone else's morality. Keeping families out of poverty is the right thing to do, and what's best for everyone.

Apparently a lot of people think that if you are against the genocide of unborn babies, that means you're against women having control over their own bodies! What all you godless, irresponsible, and immature liberal women want is to be able to have sex whenever you please and not have to worry about birth control OR having to grow up and accept the consequences of your licentiousness. YOU'D ACTUALLY RATHER MURDER YOUR OWN BABY BOY OR GIRL! It absolutely makes me sick! Did you know that there are six species of KANGAROO RAT that have more protection under the law than a fetus in a woman's womb?! What a twisted society we have here in America! Americans (generally speaking) need to have a serious change of heart!

What is House Bill H.R. 2972?

This bill would require the federal government to cover abortion services under Medicaid, Medicare, and the Children’s Health Insurance Program (CHIP). The government would also be charged with preventing any restrictions on that coverage.

Under current law, the Hyde Amendment prevents federal funds from being used for abortions. That ban would end if this bill were made into law. The federal government would also be required to:

  • Ensure abortion coverage through public health insurance programs (including Medicaid, Medicare, and CHIP);

  • As an employer or health plan sponsor, ensure abortion coverage for its participants and beneficiaries;

  • As a provider of health services, ensure that abortion care is available to (eligible) people its facilities or in the facilities of companies it contracts with to provide medical care.

This legislation would bar the federal government from prohibiting, restricting, or otherwise inhibiting insurance coverage of abortion care by state or local governments, or by private health plans. State and local governments would be barred from the same activities.

Additionally, this legislation expresses the sense of Congress that the federal government should serve as a model for the nation in terms of ensuring the coverage of abortion care through its role as an insurer, employer, and health care provider. It also adds that Congress believes restrictions on coverage of abortion care in the private insurance market must end.

Impact

Women covered by Medicaid, Medicare, CHIP, or private health insurance that otherwise would be denied abortion services, medical facilities and their employees who work in that insurance network, state and local governments, and the federal government.

Cost of House Bill H.R. 2972

A CBO cost estimate is unavailable.

More Information

In-Depth: Sponsoring Rep. Barbara Lee (D-CA) introduced this legislation because she believes that:

“Each and every day, the rights of women are under attack in America —  today, we push back because every person has a right to healthcare. The EACH Woman Act is a bold and groundbreaking step forward. This legislation would ensure that every woman can access ALL of her healthcare options, regardless of how much money she earns or where she lives. Regardless of how someone personally feels about abortion, none of us, especially elected officials, should be interfering with a woman’s right to make her own healthcare decisions.”

The Hyde Amendment — which prohibits federal funds from being used to pay for abortions unless the pregnancy arose because of incest, rape, or to save the mother’s life — was originally passed in 1976. Since then, it has undergone two updates, one in 1981, and the most recent which was signed into law by President Clinton in 1993 which added the exceptions for cases of rape and incest.

Critics of this legislation, and supporters of a bill that would do the exact opposite — the No Taxpayer Funding for Abortion Act — sometimes come from a platform of moral obligation to oppose abortion
"Ultimately, why is restricting taxpayer funding for abortion important to millions of Americans? Americans personally opposed to abortion do not want their tax dollars paying for the  procedure, but more importantly, abortion funding restrictions save lives."

    ATTENTION: Marco Rubio & Ron DeSantis! Abortion is legal & has been since 1974. Women choose to have abortions for complicated personal & medical reasons. If federal programs are not in line with the law, they should be! And those who oppose abortion need to make their case to the American people & see if there is a consensus to change the law as it now stands. This does NOT mean that religious conservatives get to impose their beliefs, no matter how sincerely held, on the general population unless the general population agrees. I know Christians hate this, but democracy is NOT theocracy. At least not in the United States. YET.

    Abortion doesn't equal healthcare. Healthcare is the preservation of mental or physical wellbeing, not the taking of life. Thus, abortion should not be covered by health plans nor our government. Since when is it Ok to end the life of a fetus via abortion and name it healthcare. Looks like it is more convenient for the female and financially "viable" to the abortion provider. I remember when women cried over a miscarriage. Now they party because it's no longer a problem.

    Part of living in this society, means that you give up a little personal control, money &/or time to a "representative council" to address concerns that are too big or too complex for a single person to handle. We do this to enjoy certain benefits that the society affords us. In America, we do this in the form of voting & taxes. We get to exercise our choice, our personal freedom, by voting; we do not get to exercise our personal choice over how are taxes are spent. For years my taxes were spent on things that did not concern me, things I did not agree with & on things I didn't want - let alone thing I don't even want paid for. However, I recognize that SOME people want, deserve and, in some instances, need the things my tax dollars paid for. I also recognize that I or someone important to me may, some day, need things my tax dollars pay for. That's what the representative council of our society (e.g. Congress) does: address current & future concerns too big, too complex (or unknown to me) for me to properly handle. So, if you want to determine what your money funds, donate A LOT & get a really good tax lawyer. Otherwise, your taxes are the cost of your membership in America -- and when was the last time you got to tell your gym what they could spend your membership fees on?

    Although I morally object to paying for illegal wars, subsidies for profitable corporations, Allowing churches to use what should be treated like any other public property without paying taxes on any of their income, and allowing people who clearly don't want to be part of this country... Just their own little part... To use public roads, utilities, police services, fire departments, collect unemployment, disability, SSI... I could go on... I realize that I'm a member of a society, and can't just have everything my own way just because I don't agree with some things. That's why I vote yes.

    NO NO NO. The US taxpayer should not fund the practice of abortion. In fact, tax payer funds should not even go to organizations that perform abortions, because it is too easy to "claim" the funds will not go to abortions when there is no way to prove otherwise after the commingling of funds...

    Abortion is in no way an easy decision for any woman to make; however, it is a personal reproductive right that should not be denied due to external judgement.

    As a man, I do not know what a women body has to go through or what a woman may have to experience physically emotionally or mentally. This is up to the woman and she should have options available to aid her decision

    Why should we as tax payers have to pay to end a life? Planned parent hood is not a government organization. Why should they receive government funding. St Judea children's hospital is a private organization and they don't receive government funding. Why should planned parenthood?
