Licensure and Certification for Veterans: Reestablishing a Defunct VA Committee (H.R. 2942)

What is H.R. 2942?

This bill would reestablish the Professional Certification and Licensure Advisory Committee (PCLAC) of the Department of Veterans Affairs (VA) through December 31, 2019. According to the Department of Labor, the “PCLAC advises the Secretary of Veterans Affairs on credentialing organizations seeking to be recognized by the Department of Veterans Affairs in order that veterans can use GI educational benefits to pay the cost of certification tests.” The Committee has been defunct since December 31, 2006.
Argument in favor
Would aid in lowering the veteran unemployment rate and save veterans both time and money.
Argument opposed
A lingering concern that this is the wrong moment to give the VA additional oversight of anything.
Impact
This bill impacts veterans who are looking for civilian jobs that require licensure or certification (for example, a veteran seeking to become an EMT). Veterans often leave the military with skills that would afford them employment in a certain field, save for not having licensing or certification.
Cost of H.R. 2942
The VA estimates no significant impact on the budget. A CBO cost is not yet available.
