This bill would authorize $724.9 billion in discretionary defense spending for fiscal year 2020, of which $655.9 billion would go to the base budget and $69 billion to Overseas Contingency Operations (OCO). It would also authorize an additional $8 billion in mandatory spending on military healthcare and veterans benefits. An in-depth summary of how its various provisions impact troops, military families, equipment, and other aspects of U.S defense policy can be found below.
Troops & Families: This section of the bill would fully fund a 3.1% pay raise for the troops and set an active duty end strength of of 1,339,500 soldiers, sailors, aviators, and Marines. A total of $154.6 billion would be authorized for pay, allowances, bonuses, death benefits, and permanent change of station moves.
Additionally, this section would:
Provide up to $1,000 reimbursement to military spouses who have to undergo state licensing and certification.
Require regulations for a “safe-to-report” policy for sexual assault at military service academies.
Allow members and former members of the uniformed services access to abortion services with no cost sharing.
Require the Dept. of Defense (DOD) to report on suicide among members of the Armed Forces and provide metrics related to the effectiveness of suicide prevention initiatives.
Require tenant-oriented reforms and increased oversight of military family housing programs.
Require DOD to develop reports for assessing climate change vulnerabilities.
Equipment: The acquisition and modernization of several key defense technologies would be stepped up under this bill, including:
78 F-35 Joint Strike Fighters plus parts & maintenance at a cost of $10.3 billion.
48 AH-64E Apache helicopters at a cost of $806.8 million.
24 F-18E/F Super Hornets at a cost of $1.7 billion.
11 new warships (including 3 Arleigh Burke-class destroyers and 3 Virginia class submarines).
Additionally, this section would require the Navy to carry out the nuclear refueling and complex overhaul of the aircraft carrier USS Harry S. Truman and would be required to maintain at least 11 carriers.
Nuclear Deterrence: The DOD would be required to establish a working group to engage in military-to-military dialogue with Russia, China, and North Korea to reduce the risk of miscalculation, unintended consequences, or accidents that could precipitate a nuclear war.
Funding for the deployment of a low-yield ballistic missile warhead would be prohibited. An independent study would be required on the no-first-use policy for nuclear weapons.
Missile Defense: A total of $108 million would be authorized to fund the development of a space-based sensor layer for missile defense technologies to track ballistic and hypersonic threats from space.
Space: This bill would establish the Space Force within the Air Force and continue the procurement of equipment for national security space launch programs.
Russia: The DOD would be required to develop a strategy to counter Russian election interference in advance of the 2020 elections and brief Congress on those efforts.
Military-to-military cooperation with Russia would continue to be prohibited except for military-to-military dialogue for the purposes of reducing the risk of conflict.
A total of $250 million would be provided to the Ukraine Security Assistance Initiative, which provides support and assistance to the Ukrainian Armed Forces. Only $50 million of that assistance could be used for lethal defensive equipment. The use of funds for activities that would include the recognition of Crimea under Russian sovereignty would be prohibited.
This bill would require DOD to develop a strategy to counter Russian aggression in the Black Sea. Additionally, delivery of F-35 Joint Strike Fighter aircraft to Turkey would be prohibited if it acquires the S-400 air and missile defense system from Russia.
European Defense Initiative (EDI) programs would be funded at $6.5 billion and would be transferred from Overseas Contingency Operations to the base budget. Within that total, $794 million would go to military construction, anti-submarine warfare, and other urgent priorities to deter Russia.
China: The DOD would be required to provide a report on Chinese influence operations and campaigns targeting democratic elections and military alliances and partnerships of which the U.S. is a member. It would be required to develop a strategy to disrupt Chinese influence operations and campaigns in advance of the 2020 elections.
North Korea: The DOD would be required to continue its reporting on Military and Security Developments involving North Korea for two years. The report would have to address developments in North Korea’s nuclear program, including the size and state of the program and projections of North Korea’s future arsenals.
The DOD would be required to provide a report on the size, timing, location, name, cost, and scope of each U.S. military exercise involving South Korea for FY2016-2019. The DOD would also be required to report on the one-time and recurring costs associated with U.S. forces in South Korea & Japan (beginning in calendar year 2016), and a description of the contributions made by Japan & South Korea to offset such costs.
This section would prohibit the use of funds to reduce the total number of U.S. active duty servicemembers deployed to South Korea below 28,500 unless the Secretary of Defense certifies that it’s in the national security interest, won’t significantly undermine the security of regional allies, and that South Korea & Japan have been appropriately consulted.
Counterterrorism: This section would provide:
$4.5 billion to fund the training, equipment, and sustainment of the Afghanistan National Defense and Security Forces. It would encourage the recruitment, retention, and professional development of women in the ANDSF. It’d also authorize Afghan Special Immigrant Visas (SIV) for Afghans (and their families) whose service with the U.S. puts them at great risk to immigrate the U.S. and provide 300 additional visas.
The DOD would be required to report on all U.S. military activities in Syria and the conditions it seeks to achieve before withdrawing U.S. forces, any current plans and timelines for withdrawal, and an assessment of Al Qaeda & ISIS in Syria.
The DOD would be authorized to make payments for damage, personal injury, or death that may be the result of U.S. combat operations in Afghanistan, Iraq, Syria, Yemen, Libya, and Somalia.
This bill would prohibit the use of DOD funds to build a wall, fence, or barrier along the Southern border. DOD could continue to assist Customs & Border protection after certifying there will be no impact to readiness, that contract support couldn’t do the task, and that deployed personnel’s skills align with their support task.
This bill couldn’t be interpreted as authorizing the use of military force.
The DOD would be required to provide congressional defense committees with copies of each execute order issued to use military force.
The DOD would be required to modify civilian casualty reports to evaluate general reasons for discrepancies between DOD & non-governmental reporting, and enter into an agreement for an independent assessment of the sufficiency of DOD standards, procedures, and policies related to civilian casualties caused by U.S. military operations.
This bill would ban new detainees from being sent to Guantanamo Bay and allow the transfer of detainees to the U.S., restart the repatriation process for detainees, and stress the necessity for adequate medical care at the facility.
