Immigration Reform: A New Student Visa and Goodbye to the Green Card Lottery (H.R. 2131)

What is H.R. 2131?

allocate up to 55,000 green cards to foreign students of U.S. universities with advanced STEM degrees [and] provide up to 10,000 green cards to foreign entrepreneurs who can attract investment from venture-capital firms to establish businesses that will create five jobs or more.
Argument in favor
Brings the best and brightest tech minds to fill open U.S. jobs that would otherwise remain vacant. Does away with the highly obtuse "Green Card Lottery."
Argument opposed
There is no worker shortage in the tech field; this is special-interest legislation designed by the tech industry to underpay workers.
Impact
The bill impacts U.S. immigration in a number of different ways.
Cost of H.R. 2131
The CBO estimates would increase direct spending by $8 billion over the 2014-2024 period. However, the CBO and JCT estimate that enacting the bill "would reduce budget deficits through the changes in revenues and direct spending by about $110 billion over the 2014-2024 period." So, while the bill would cost $8 billion, it would also bring in $110 billion.

"Undocumented immigrants" are in the country illegally. Therefore, they are not entitled to any US benefits/funding, no assistance (except to return home), and no special treatment regarding citizenship. In fact, IMO they should forfeit any possibility of US citizenship.
