An ever growing list of trumps accomplishments: Obstruction of Justice. Profiting from the Presidency. Collusion - They had a meeting & lied about it. Advocating political & police violence. Abuse of power. Engaging in reckless behavior. Persecuting political opponents. Attacking the free press. Violating immigrants Right to Due Process. Violating campaign finance laws. Spent campaign finance money on hush payments to silence a porn star he had an affair with in order to hide it from the voters. Has spent over $100 million of our tax dollars playing golf at his own golf courses. Has never divested from companies and advertises and profits off the White House. Was going to cut Medicaid and Medicare funding to pay for the tax cuts he gave to the rich. Is actively destroying farmers lives with his trade wars that we all know only hurts our pockets not Chinas. Has made the lives of every truck driver across America as well as our own, more dangerous by removing safety regulations that only benefits the pockets of the CEOs of those companies. Accused by more than 20 women of molestation and rape. Bragged about said molestation. Has cheated on all three wives (see above). Has made sexual remarks on camera about his daughter. Seeks to divide instead of bring together through language that instigates violence. Racist, Speaks directly to and often tweeting straight from white supremacists. Took out full page adds calling for the death of five innocent black kids in New York, 1989. Literally has said in an interview he has Hitlers speeches, My New Order in his nightstand. Took the side of Putin over America’s own security agencies on the national stage. Lacks the intelligence and facts needed to communicate on a global level much less national one. Makes policy decisions based on FOX media. Lies when speaks. Lied about meetings with Russians. Lied about a trump tower Moscow. Personal attorney Michael Cohen (same guy who broke campaign finance laws under trumps direction) had contacts with russian officials. National Security aide Flynn resigned over Russian contacts. Jeff Sessions recused himself because of Russian contacts. Manafort resigned because of Russian contacts. Campaign foreign policy adviser Papadopoulos met with Russians. Sixteen campaign officials had contacts with Russia and at least nine others new about it. Russian mobster lived in trump tower. trump casino was flagged 106 times for lax money laundering standards and same Russian frequently stayed at trump casino. Has been selling real estate to Russians for years. It really is surprising how many connections to Russians this man has. Rick Scott, Marco Rubio, Bill Posey You are my representatives. OLC policy: The indictment or criminal prosecution of a sitting President would unconstitutionally undermine the capacity of the executive branch to perform its constitutionally assigned functions. It’s time to do your job. You swore an oath to this country, it’s people and me to uphold the constitution. The president has never upheld that oath. How do you want to be remembered?

If we wait for the free market to decide saving the world will reap profits, then we’re all fucked. Government intervention in the capitalist drive to destroy the environment is justified.

If the State Department isn’t already adequately staffed to handle matters related to energy diplomacy, then it’s unlikely this bill will significantly improve America’s energy security.

My reading of this indicates this legislation is about protecting our oil and gas interests and not about any of the ‘green’ initiatives that need international prioritization. The State Department needs staff dedicated to engaging others in energy conservation and coordinated efforts to address climate change. Not with this administration! Infrastructure cyber security to protect energy assets is not part of the State Departments mission. So, what the hell is this legislation even for? Sounds like a crony-capitalist bill that can be wrangled into support for special interests.

What is House Bill H.R. 2046?

This bill ― the Energy Diplomacy Act ― would require the Secretary of State to ensure the State Department has sufficient staff dedicated to energy matters within the agency to protect and advance U.S. energy security interests abroad.

It’d repeal the Coordinator for International Energy Affairs and replace it with an authorization for an Assistant Secretary for Energy Resources, which would have the following responsibilities:

  • The development of energy resources for the benefit of the US and our allies and trading partners for their energy security and economic development needs.
  • Ensuring a well-functioning global energy market.
  • Ensuring the department is focused on helping resolve international disputes regarding the exploration, development, production, or distribution of energy resources.
  • Ensuring we are protecting the commercial interest of U.S. citizens operating in the energy markers of foreign countries.
  • The use of our energy resources to help alleviate energy poverty internationally.
  • Ensuring coordination across the U.S. government is taking place in the development and implementation of international energy-related sanctions.
  • Coordinating energy security functions within the department of State.

In-Depth: Rep. Ron Wright (R-TX) reintroduced this bill from the 115th Congress to empower the State Dept.’s energy security and diplomacy efforts by replacing the Coordinator for International Energy Affairs with a Senate-confirmed Assistant Secretary for Energy Resources:

"Energy security has transformed into a matter of national security. The consequences of Russia being able to use its energy resources to manipulate our EU and NATO allies would be catastrophic in the event of a conflict. As the world’s top producer of petroleum and natural gas, we are in a unique position to aid our allies and its critical that our State Department has the resources and mandate required to tackle these challenges.”

"Energy security is a key component of our foreign policy agenda. With our country’s wealth of resources and expertise, the State Department must play an increasingly important role in global energy security and development. I am proud to join fellow Texans, Ranking Member Michael McCaul and Congressman Ron Wright, to introduce the Energy Diplomacy Act and enhance the State Department’s capacity to promote energy security, development, and distribution across the world.”

Last Congress, Reps. Michael McCaul (R-TX) and Eliot Engel (D-NY) introduced this bill to require the Secretary of State to ensure the State Dept. has sufficient staff dedicated to energy matters to protect and advance U.S. energy security interests abroad:

“Advancing America’s energy security is a critical aspect of U.S. foreign policy. Congress must ensure the State Department is properly staffed and authorized to execute strong policies to protect and promote our energy policies abroad. Under the direction of a new assistant secretary position, the State Department will have the leadership and personnel in place to execute a bold foreign policy that advances our nation’s international energy interests.”

When he joined Rep. Wright in reintroducing this bill in the current Congress, Rep. McCaul noted that the U.S.' energy security and diplomacy priorities are currently being threatened by "energy-rich adversaries such as Russia, Venezuela and Iran" consistently exploiting energy vulnerabilities.

In August 2017, the State Department requested that Congress repeal the decade-old statute establishing the Coordinator for International Affairs since the Assistant Secretary for Energy Resources already fulfills the responsibilities of the Coordinator. This duplication is unnecessary and has created confusion about the role of the Bureau of Energy Resources (ENR), which leads the State Department's efforts to forge international energy policy, strengthen U.S. and global energy security, and respond to energy challenges from around the world that affect U.S. economic policy and national security.

This bill has three bipartisan cosponsors, including two Republicans and one Democrat, in the 116th Congress. Last Congress, Rep. Michael McCaul (R-TX) introduced this bill with one Democratic cosponsor, Rep. Eliot Engel (D-NY), and it passed the House by a voice vote but didn't receive a Senate vote.

    You are all ready a dollar short and two days late. The Saudi's are already investing in alternative generation realizing the world will wind up using less oil. While our previous administrations have been squandering billions in Iraq and Afghanistan other countries are far ahead of us in alternative energy forms. So if you aren't there, your Bill is a waste of time and money.
