Drones aren’t going away -- their popularity and availability is only going to increase with time. The time to develop plans for preventing and responding to attacks using drones is now.

As a Hazardous Materials Technician, I have been trained to try to anticipate threats. Drones are the new frontier for terrorists. They can use it for a multitude of things from intelligence gathering, to agent dispersal, or as an explosive device. Our first responders and law enforcement agencies need to be prepared for this possibility. All my training has been through the Department of Homeland Security, so this bill is crucial to get our country prepared for and to anticipate any attack.

Technology will simply advance more and more as time elapses. We have to be aware of how technology may have its positive contributions to our society but in addition of how technology can be utilized as leverage to conduct terrorism/harm. Being under left-wing majority leadership, the socialist democrats in congressional matters must comprehend as technology gradually advances it contributes to a destructive cause as well. By regulating that we have knowledge of technology that surround us in our every day lives you would be stabilizing our national security THAT MUCH MORE. As I have previously mentioned in past bills, YOU HAVE TO THINK REALISTICALLY! For instance,Our nation is greatly loved by some and sadly Hated by others. These haters incorporate radical terrorist that would utilize any form of technological advancement to benefit their violent influence in THE USA. Never underestimate technology, it may be used for some very negative factors. Our national security must not be ruled by incompetence but BY REALISTIC THINKING AND HOW REALISTIC THINKING WILL BENEFIT YOU AND I. Furthermore, if we plan for terrorists attacks that use technology to flourish harm it would simply improve our intelligence to prevent/alleviate future incidents as well. Although, Every day in life there are many harmful and destructive threats. To reiterate, As citizens we can do our part by being aware of our surroundings to assist with our national security and positively assist our political leaders to alleviate and ensure that our daily technological resources are SAFE! Thank you for your time.

Argument opposed

There is still a lot of uncertainty regarding the regulation of consumer-operated drones, so Homeland Security can’t be expected to develop a plan before those issues are settled.

We need legislation to tell DHS what to plan for and what not to plan for? Really? Isn't that why we pay outrageous salaries and gold plated benefits for the best and the brightest? If the leadership of DHS and the other security and defense institutions within the Government need a bunch of lawyers/politicians to tell them what to prepare for, we are doomed and the leadership and Sr. Engineers across those institutions should be replaced with competent personnel immediately.

This bill needs improvement. Should minimally. Lay out the standards for private consumer and business use of drones especially around power plants , military installations an, airports, and sensitive security locations. A reasonable not draconian approach would be best.

I'm not sure this is the kind of thing that should be legislated. If DHS believes there's a real threat of personal drones becoming weaponized, I'm sure they can find research dollars in their vast and bloated budget to do the study.

    American security is of the upmost importance, especially now. Radical Islamic terrorism is one of, if not our biggest threat, and it's only a matter of time before a terror cell begins to utilize drones to engage in terrorism.

    Leave the Second Amendment alone. The Muslims in this country would love to know the law abiding Americans cannot defend themselves. We need a national Pig day after every Muslim holiday. A good American Citizen is a well armed non-Muslim.
