There should be stiffer penalties but this Congress will not address it, it’s a pot of gold just waiting for them to leave office. Money is their god and they want more.

Argument opposed

Lack of enforcement by the Dept. of Justice — not lack of consequences for non-compliance — is the real issue facing FARA today. Without addressing that problem, this bill won’t make any difference in lobbyists’ compliance with FARA.

No real penalty for unlawful lobbying. Lobbying should be totally illegal, in federal, state and county level.

So the assumption here is the penalty is too small, so violators just pay the penalty and resume unlawful behavior? That is likely not the case, if enforcement is lax, raising the penalty won't fix it.

Protect Against Unlawful Lobbying (PAUL) Act of 2019

Official Title

To amend the Foreign Agents Registration Act of 1938 to establish a separate unit within the Department of Justice for the investigation and enforcement of such Act, to provide the Attorney General with the authority to impose civil money penalties for violations of such Act, and to require agents of foreign principals who are registered under such Act to disclose transactions involving things of financial value conferred on officeholders.
