I have to oppose this bill. "Sexually violent predator" is a vague term and actually doesn't always represent violent people. A SVP can be someone who committed a federal crime but never actually had physical contact with a child, let alone the commission of violence. Parole should be assessed on an individualized, case-by-case basis using standardized measures involving one's level of risk to the community.
