house Bill H.R. 1370

Funding the Gov't & Allowing Sec. 702 Surveillance Until Mid-January While Providing Short-Term CHIP Funding

Argument in favor

Extending government funding into mid-January will give lawmakers more of the time they need to negotiate a longer-term spending agreement. There's no need for priorities like CHIP funding or the government's ability to use surveillance program to be lost to a shutdown.

Argument opposed

It’s irresponsible for Congress to have to repeatedly resort to funding the government on a short-term basis, and if a long-term deal can’t be struck now then there should be a partial government shutdown.

Nothing should pass until a clean version of DACA, CHIP, and a measure overturning the FCC’s Net Neutrality decision.

Our military is counting on this funding especially now at Christmas time, they need to be able to continue training, have replacement parts for equipment, continue development of new technologies. Don’t allow obstructionist to hold hostage our soldiers.

Stop negotiating with the domestic terrorists holding our children's healthcare hostage. Most doctors I know, understand the reality of the situation and will find ways to meet their young patients needs. And there are other options that could provide a short term boost for families in dire straits. Just Say No!

If the extraneous military budget and surveillance bills are not part of this then we should extend the shut down date. But members of Congress should not be held hostage and just anything passed to avoid shutdown.

No, this ridiculous tacking all of this crap in a hasty attempt to cover their asses. Make a CLEAN bill for each. Prioritize funds that will DIRECTLY affect LIVES, like, I don't know, CHILDREN'S HEALTH. Budget ACCORDINGLY. Stop waiting until the LAST MINUTE to get these CRITICAL assignments done. You're God damn senators, not college students.

I, for one, support the EXTENSION, of the FISA program, by Congress. The program should be implemented following the guidelines set forth, in the legislation. Unfortunately, as we have seen recently, it can be illegally used against U.S. citizens. Title VII, Section 702 of the Foreign Intelligence Surveillance Act (FISA), “Procedures for Targeting Certain Persons Outside the United States Other Than United States Persons” (50 U.S.C. sec. 1881a). This authority allows only the targeting, for foreign intelligence purposes, of communications of foreign persons who are located abroad. The government may not target any U.S. person anywhere in the world under this authority, nor may it target a person outside of the U.S. if the purpose is to acquire information from a particular, known person inside the U.S. Under this authority, the Foreign Intelligence Surveillance Court annually reviews “certifications” jointly submitted by the U.S. Attorney General and Director of National Intelligence.

A government shutdown would be awful. This should be the last extension though. This continues extension is hurting the economy and pushing us more in debt. When the final budget happens we shall see if republicans plan on making up the at least 1.5 trillion in deficit (probably more if middle class tax cuts are extended). I bank on republicans cutting funds that go to programs the middle and lower class use. How else could you get Tea Party conservatives to vote for that tax bill?

The Federal Gov., Constitutionally, is to “ PROVIDE for the common defense and to PROMOTE for the general welfare”. Why is the gov providing for the general welfare? That’s not their job. That’s what is pushing us into bankruptcy! We the people, are the problem. We allow them to manipulate us by electing those who promise us the most goodies. That’s wrong.
