Extending government funding into mid-January will give lawmakers more of the time they need to negotiate a longer-term spending agreement. There's no need for priorities like CHIP funding or the government's ability to use surveillance program to be lost to a shutdown.

Argument opposed

It’s irresponsible for Congress to have to repeatedly resort to funding the government on a short-term basis, and if a long-term deal can’t be struck now then there should be a partial government shutdown.

What is House Bill H.R. 1370?

(Updated 12/21/17): This bill has been amended from its original form to serve as the legislative vehicle for a continuing resolution to fund the government through January 19, 2018 at current levels; create a special rule allowing funding for the Children’s Health Insurance Program (CHIP) and Community Health Centers programs from the second quarter of fiscal year 2018 to be redistributed to states experiencing an emergency shortfall on a prorated basis; and reauthorize surveillance activities under Section 702 of the Foreign Intelligence Surveillance Act (FISA) through January 19, 2018. Originally, the bill required the Secretary of Homeland Security to issue agency-wide guidelines as part of the Dept. of Homeland Security Blue Campaign to combat human trafficking, which passed both chambers of Congress on voice votes. Subsequent versions included a continuing resolution plus a five-year reauthorization of CHIP, $81 billion in disaster relief, and defense spending for the entirety of 2018 but those provisions were removed, with the disaster relief bill getting a standalone vote . Continuing Resolution

This section of the bill would extend funding for all federal programs through January 19, 2018 at current levels except for defense and some public health programs which are funded separately below. The government is currently funded through Friday December 22, 2017.

Lastly, this resolution extends current levels of funding for government operations through January 19, 2018 – preventing a government shutdown. This funding is critical to our nation’s stability, our economy, and for the wellbeing of the American people. It is essential that Congress maintain the programs and services that all Americans depend on.
This CR is not the preferred way to do the nation’s fiscal business. It is vital that all 12 Appropriations bills be negotiated with the Senate and signed into law. However, this resolution will allow time for the leadership of the House and Senate and the White House to come to agreement on a topline spending level for this fiscal year. Once this agreement is made, my Committee will promptly go to work with the Senate to complete the final legislation.”

    Another Diet Coke can being kicked down the road by our illustrious representatives. Apparently a huge transfer of wealth in the form of a freaking tax bill less than 1/3 of us really want is more important than actively working on solutions to the many problems facing this country. Do we kick the same can on 18 January or do the taxpayers have to spring for a new one? If you had taken your responsibility seriously, you would have had time to actually put some thought into any of these issues. But you were all too busy fighting (for or against) the stupid tax plan. What a disgrace. Exactly how are the surveillance program and CHIP connected? This is why nothing good comes out of Congress. Nobody wants to tackle the issues, they just want to hang out for the celebrations. FUND CHIP NOW! These are kids you are hurting.

    This is a short-term attempt to fix long-term problems while minimizing the reauthorization of CHIP to a bargaining tool. Congress should have done that months ago. Pass a clean DREAM Act, reauthorize CHIP, and cut military spending to reduce our deficit!

    Shut it down. Cut and slash. Here's where you address the deficit. Cut spending. We cannot afford our government. Here's the chance for all those newfound Democrat deficit hawks and for all the nominally small-government Republicans to step up and prove that they care about the country we're leaving for our children and grandchildren.     If we want a continuity of short term spending, then pass this bill. If we want to fix our general state of depravity and roll back the large giant that has now become the Federal government, then do NOT pass this bill. If we are to begin paying off this debt of ours, Congress and the Executive Branch must realize its limitations, which Obama failed to do when he authorized the ACA when we were in a recession nonetheless. Let healthcare be a private thing, not a government sponsored absurdity. This country needs to stop giving hand outs sponsored by the Federal government, instead the Federal government needs to focus on Foreign Policy and the general state of the economy, not funding millions of dollars to tell farmers to not grow their crops, to pay the UN which reduces our sovereignty, and provide healthcare for those who do not desire to actually go out and look for it themselves. The United States spends billions of dollars on phony programs, scrap them and we will find a surplus once again.

    It’s time we stop spending rediculous amounts of money on defense, lavish vacations to the golf course , investigations of people who should be fired and start slashing some of these salaries. Everyone seems to be getting a bail out - government, banks, large corporations, and the rich. When will the middle class of America get a bail out? When will students who are paying interest on loans (higher then most car loans or mortgages) get a bailout. When will families who are struggling to make ends meet because of medical bills get a bail out? I also do not approve this bill unless it includes stoping decoration of immigrant youth who are in danger due to DACA being taken away.
