Making it a federal crime for a police officer to commit murder or manslaughter would ensure that state and local investigations aren’t bungled, allowing a guilty officer to go free. Civil rights investigations alone have proven to be insufficient in the past.
State and local law enforcement agencies know their officers and districts far better than the federal government does. They are the ones who need to be conducting investigations to ensure that the nuances of each case are acknowledged.
