house Bill H. Joint Res. 99

Funding the Gov’t Until May 5 So Congress Can Negotiate a Broader Spending Deal

Argument in favor

Budget negotiations take time, and lawmakers haven’t quite gotten a final deal done yet. This continuing resolution responsibly funds the government for another week so Congress can get this bill passed.

Our people in Washington need to think about the people of the United States and quit messing with the military families and other government families who are innocent in all of this. Our representatives should lose their pay when they do these shut downs. And maybe some of their benefits reduced in the process. Washington needs to stop their boloney and take care of business....or get the hell out and let people serve who want to accomplish something. I'm so sick of the fighting about stupid things...grow up.

It is embarrassing that with a Republican House, Republican Senate, and Republican President, lawmakers require a continuing resolution just to avoid a government shutdown. Start governing.

Argument opposed

Congress isn’t going to accomplish anything of substance on the budget with another week of negotiations, so they should either let the government shutdown or pass a longer term funding bill before it does.

No budget. No wall. No healthcare. We want a special prosecutor and an independent investigation into Trump/Russia before ANYTHING else gets done. Period.

When people run for the House and Senate, passing a budget EVERY YEAR is a known responsibility. Yet again, they want to kick the can down the road, rather than accomplishing this. How about dismissing Congress, and having new elections so people who are serious about serving our country run, get elected and actually do their job.

What is House Bill H. Joint Res. 99?

This resolution would fund the federal government at current levels from April 29, when funding runs out under the current authorization, until May 5, 2017 to give Congress an extra week to reach a final spending agreement. It also specifically reauthorizes funding for coal miners’ healthcare benefits during this period, which had been a point of contention when Congress passed its last continuing resolution in December to fund the government.

As a joint resolution, this legislation could be considered by both chambers of Congress and signed into law by the president.

Impact

The entire federal government.

Cost of House Bill H. Joint Res. 99

A CBO cost estimate is unavailable.

More Information

In-Depth: House Appropriations Committee Chairman Rodney Frelinghuysen (R-NJ) introduced this bill to prevent a government shutdown by giving Congress another week to reach a long-term spending deal:

“This Continuing Resolution will continue to keep the government open and operating as normal for the next several days, in order to finalize legislation to fund the federal government for the rest of the fiscal year. I am optimistic that a final funding package will be completed soon. It is time that this essential work is completed so that critical programs and activities – including national defense – are properly and adequately funded for the year.”

Among the sticking points in negotiations over a longer-term spending bill are permanently funding a healthcare program for coal miners, and federal subsidies under Obamacare to health insurance companies aimed at preventing premium hikes of more than 15 percent for low-income families.

Any extension should automatically come with a 5% per week reduction in approved spending and congressional pay automatically suspended and not eligible for backpay once budget is approved.

You should have passed a budget for FY17 a year ago. This is criminal that the federal government is being funded one week a time. Stop playing games and get to work.

This should have been done by now but shutting the government down hurts millions of people that depend on government services. While it's pathetic that there's no budget yet, extending the deadline helps ensure it happens

I'm fed up to my eyeballs with Congress acting like irresponsible royalty! You take TOO DAMNED MANY VACATIONS AND SPEND TOO MUCH TIME FUND-RAISING! Then you have the nerve to want the TAXPAYERS to pay for paintings to glorify yourselves and pay for you to fly first-class and all the other perks you enjoy! DO YOUR DAMNED JOB, OR WE WILL VOTE YOU OUT OF OFFICE AND REPLACE YOU WITH SOMEONE WHO WILL! Quit squabbling over the budget and quit kicking the can down the road! Make the following spending cuts: • Shut down the unconstitutional federal agencies. • Quit sending federal aid to countries that hate us and don't share our values. • Quit paying more than our FAIR SHARE to the U.N. and NATO. • DEFUND SANCTUARY CITIES, STATES, COLLEGES, AND UNIVERSITIES! • Defund Planned Parenthood and STOP THE GENOCIDE of unborn Americans! Also, just TRY to imagine yourself in the same situation that many senior citizens are in, who are struggling to put food on the table AND pay health insurance premiums -- ON MEAGER SOCIAL SECURITY CHECKS! Many of us have been abandoned by our families, and are getting SCANT HELP from government agencies! If no one wants to help us, are we just supposed to quietly starve to death??? And if we get sick and can't pay our medical bills, who's going to help us??? It doesn't look like anyone cares about us! CASE IN POINT: The new GOP healthcare plan version sets up a waiver system, which would allow state governments to side-step key insurance regulations established under Obamacare. Those include: • The regulation that establishes how much more in premiums insurance companies may charge older people. The GOP health care bill would allow insurers to charge older customers up to five-times the price of a young person’s premiums. Are you going to apply antitrust laws to health insurance companies? And are you going to make it possible for us to buy health insurance across state lines? Perhaps you'd rather just euthanize everyone over, say, 70?! Except yourselves, of course!

A deadline that floats is no deadline at all. Congress, do your job, do the job we the people sent you to Washington to do. Shut up, put on your big-girl panties and get to work. Stop stealing the American people's money through ineptitude and procrastination. Do the work or get out of the way so others may get it done.

The GOP controls the House, Senate, and Presidency, yet they can't even produce a reasonable budget. If the government shuts down, it is the fault of the GOP. Do your jobs. No wall. Keep the ACA. Investigate Russian ties to the White House.
