house Bill H. Joint Res. 28

Should Agencies Affected by the Partial Shutdown Reopen Thru February 15th?

Argument in favor

This government shutdown has gone on far too long and reopening the government until mid-February could lead to a deal being reached on border security funding and immigration reform.

Open all agencies. No shutdown as legislative tactic. Three Republican shutdowns in s year is disgraceful and demonstrates that Republicans can’t govern. Keep everything in the previous budget the same until you reach agreement. Holding hostages is terrorism.

The US government is the largest employer in the US. Not paying the mailman or the people check your food to make sure is safe is definitely not a smart decision especially if the time span is regarded as the “longest shutdown in history” Trump is using starving the people to get what he wants and it’s a sad and pathetic tactic that only works in dictatorships. If the wall is built, you have just let man know that he has more powerful than he thinks he has.

Argument opposed

The partial government shutdown should continue until Congress reaches a deal on border security funding and immigration reforms.

If that guy has not caught a hint by now; maybe it should not be president!? There is no need for funding systems to keep agencies going, just open the government. The wall is just a distraction...

What is House Bill H. Joint Res. 28?

(Updated 1/25/2019) This bill has been amended from its original form, and would provide funding to agencies affected by the partial government shutdown through February 15, 2019. The lapse in funding began on December 22, 2018 and affects agencies funded under the seven following appropriations categories: Agriculture; Energy & Water; Financial Services & General Government; Homeland Security; Interior & Environment; State & Foreign Operations; and Transportation, Housing and Urban Development. In its original form, the bill would've reopened the government through the end of February.

Impact

Agencies impacted by the partial government shutdown.

Cost of House Bill H. Joint Res. 28

A CBO cost estimate is unavailable.

More Information

In-Depth: President Donald Trump offered the following statement on an agreement to end the partial government shutdown:

“After 36 days of spirited debate and dialogue, I have seen and heard from enough Democrats and Republicans that they are willing to put partisanship aside -- I think -- and put the security of the American people first. I do believe they're going to do that. They have said they are for complete border security, and they have finally and fully acknowledged that having barriers, fencing, or walls -- or whatever you want to call it -- will be an important part of the solution...
Over the next 21 days, I expect that both Democrats and Republicans will operate in good faith. This is an opportunity for all parties to work together for the benefit of our whole, beautiful, wonderful nation.

Once funding is restored, federal workers who’ve been furloughed or were deemed essential and worked without pay should begin receiving their back pay. Congress passed, and President Trump signed, legislation providing back pay to affected workers earlier in January effective once the lapse in funding ends.

ALL OF GOVERNMENT SHOULD BE OPENED AND ALL OF THE GOVERNMENT EMPLOYEES WHO HAVE BEEN FORCED INTO SLAVERY BECAUSE THEY WERE FORCED TO WORK WITHOUT PAY NEED TO BE COMPENSATED...... IT IS SO LUDICROUS THAT THE ASININE TRAITOR IN CHIEF #45 IS HOLDING OUR COUNTRY HOSTAGE DUE TO HIS IDIOTIC WHIMS. #45 IS A NATIONAL DISGRACE, HIS ACTIONS AND RHETORIC HAVE SET AMERICA INTO A PRECARIOUS STATE WHERE WE WILL BE ENDURING MANY YEARS OF CONTEMPT AND OBLOQUY AS WE LOSE RESPECT AS A SYMBOL OF LEADERSHIP IN THE WORLD !!

Ok, Republican voters on this site, stop being hypocritical. Republican voters want to blame Democratic Party politicians for the government shutdown (even though Trump said he would own it and would not blame Democrats) by saying "both sides" need to negotiate. Democrats are trying to negotiate by re-opening the government, but all you Republican voters on this site say is, "Is the 6 million dollars for my border wall included? Then no." That is hypocritical. "Negotiation" requires concession and discussion on both sides, not a unilateral rejection unless your demands are met; that is more akin to hostage negotiation, and it is obvious to the American people that this has become a hostage crisis with this President. We (the American voters) will remember this in 2020...

This shutdown is creating hardships for individuals, threatening our national security, and creating economic consequences. It's ridiculous for it to continue like this. Do. Your. Job.

Stop playing politics with people’s livelihoods and our country’s economic stability! Reopen, argue the merits of a wall vs other security later. And Mcconnell should be removed as senate majority leader.

There’s still some of the $20bn border security budget left from LAST year, not to mention the $21.5bn allotted for 2019. We need to spend that money on common sense solutions that use TECHNOLOGY to secure the border. The wall is a dumb idea. It’s become nothing but a political battle. It’s not about border security. It’s about Trump and his supporters desperately needing a “win”. I’m not paying one penny for a border wall.

OPEN THE GOVERNMENT AND DO THE WORK OF THE PEOPLE. If certain people want the wall let them pay for it themselves. That is a personal project and nothing to do with the republic.

A majority of Americans oppose the wall. Provide funding to open the government and pay federal workers about whom Trump and Mitch obviously don’t care.
